Depuis des décennies, des actes terroristes à titre raciale, religieux, ethnique etc… dans le monde se multiplient avec la montée des idées radicales et extrémistes de tout genre, et les victimes sont toujours des innocents : enfants, femmes, hommes qui ne souhaitent que vivre en paix sur Terre.
Suite à l’acte terroriste perpétré dans deux mosquées en Nouvelle-Zélande, disons non à toute action et réaction pareille qui anéantit notre paix dans ce Monde.
Et hier, Plusieurs fusillades ont eu lieu en différents endroits à Utrecht, aux Pays-Bas, faisant au moins trois morts et cinq blessés.
Les Etats ne font que condamner de tels actes après qu’ils soient perpétrés. Et certains d’entre eux sont impliqués directement ou indirectement en :
* Propageant des idées extrémistes et radicales qui font rappel à la montée des idées fascistes et nazies avant la Seconde Guerre mondiale.
* Encourageant la fabrication et le commerce d’armes. Ce qui entraîne une facilité de la possession d’armes des pays en conflit.
* A ceci s’ajoute la circulation facile d’ARMES CLASSIQUES à travers le monde.Selon Amnesty International:
« Les données de ce marché restent opaques mais on estime que la VENTE D’ARMES CLASSIQUES — autres que nucléaires, chimiques ou biologiques — REPRESENTE UN VOLUME DE 80 MILLIARDS D’EUROS PAR AN. Près de 500 000 PERSONNES SONT TUEES chaque année par arme à feu que ce soit ou non en temps de conflit. Car les violences liées à l’utilisation des armes sont multiformes » / Publié le 16.10.2018.
* En juin 2016, 48 pays sur 130 n’ont pas encore ratifié le Traité sur le commerce des armes (TCA).
Le sentiment de compassion ne suffit plus comme réponse à ce fléau qui, jour après jour, se propage dans notre monde. Aucun pays n’a été épargné et aucun ne le sera à l’avenir si les Etats ne tiennent pas à leurs engagements et si d’autres refusent de respecter les traités internationaux.
Cette pétition que nous signons aujourd’hui sera adressée en premier lieu aux Nations Unies et au Parlement Européen si on atteint les 100 000 signatures.
Nos revendications sont les suivantes :
1- Mise en exécution des sanctions contre toute personne que l’Etat l’estime apte à commettre un acte terroriste selon des enquêtes menées à bien.
2- Dorénavant tout acte terroriste sera considéré comme crime contre l’humanité et le criminel sera jugé par la Cour internationale de justice.
3- Aux Nations Unis avec d’autres organisations mondiales d’exercer une pression sur des Etats allant jusqu’à la sanction en cas de non engagement et non-respect des traités internationaux qui nous emmènent vers la paix dans ce monde, entre autres le Traité sur le commerce des armes (TCA).
4- « Les parlements doivent exercer un contrôle effectif sur les transferts d’armes. Les gouvernements doivent donc publier des données transparentes sur leurs exportations d’armes ». Une revendication qui a été déposée par Amnesty International.
5- Toute personne ou groupe de personnes ou tout Etat proliférant les idées extrémistes seront immédiatement condamnés. Une personne ou groupe de personnes seront jugées alors que des sanctions effectives seront mises en exécution contre un Etat qui ne s’engage pas à mettre terme à de tels propos ou qui encourage d’une façon ou d’une autre des actes terroristes.
N.B. Dans un reportage diffusé sur France 24 -Chaine arabe - ils ont remarqué que depuis le début du mouvement populaire en Algérie le taux d'immigration est zéro. Il en résulte : si la situation économique, sécuritaire et politique se stabilise dans les pays du Tiers Monde, le problème des immigrés clandestins se résout. Je vous laisse réfléchir.

For decades, acts of terrorism on a racial, religious, ethnic, etc ... in the world are multiplying with the rise of radical and extremist ideas of all kinds, and the victims are always innocent: children, women, men who wish only live in peace on Earth.
Following the terrorist act perpetrated in two mosques in New Zealand, say no to any such action and reaction that destroys our peace in this World.
And yesterday, several shootings took place in different locations in Utrecht, the Netherlands, killing at least three people and injuring five others.
States only condemn such acts after they have been perpetrated. And some of them are involved directly or indirectly in:
* Propagating extremist and radical ideas that are reminiscent of the rise of fascist and Nazi ideas before the Second World War.
* Encouraging the manufacture and trading of weapons. This results in an ease of arms possession from the countries in conflict.
* Added to this is the easy circulation of CLASSIC WEAPONS around the world.
According to Amnesty International:
"The data on this market remains opaque but it is estimated that the sale of conventional weapons - other than nuclear, chemical or biological - represents a volume of 80 billion euros per year. Nearly 500,000 people are killed each year by firearms, whether or not they are in conflict. Because violence related to the use of weapons is multifaceted »/ Published 16.10.2018.
* In June 2016, 48 out of 130 countries have not yet ratified the Arms Trade Treaty (ATT).
The feeling of compassion is no longer enough as an answer to the plague that is spreading day after day in our world. No country has been spared and none will be spared in the future if states do not honor their commitments and others refuse to respect international treaties.
This petition we are signing today will be addressed first of all to the United Nations and the European Parliament if we reach 100,000 signatures.
Our claims are as follows:
1-Implementation of sanctions against any person whom the State considers fit to commit a terrorist act according to investigations carried out.
2- Henceforth, any terrorist act will be considered as a crime against humanity and the criminal will be tried by the International Court of Justice.
3- To the United Nations with other world organizations and to exert pressure on States up to the sanction in case of non-commitments and non-compliance with international treaties that take us to peace in this world, between others, the Arms Trade Treaty (ATT).
4- "Parliaments must exercise effective control over arms transfers. Governments must therefore publish transparent data on their arms exports. " A claim that has been filed by Amnesty International.
5- Any person or group of people or any state proliferating extremist ideas will be immediately condemned. A person or group of persons will be tried while effective sanctions are enforced against a State which does not undertake to terminate such statements or which in any way promotes acts of terrorism.
N.B. In a report broadcast on France 24 - Arab - they showed that since the beginning of the popular movement in Algeria the immigration rate is zero. As a result, if all the economic and security and political situation stabilize in the Third World countries, the problem of illegal immigrants is solved. I let you think.

منذ عقود ، تتضاعف الاعمال الارهابية في العالم ذات طابع عنصري أو ديني أو اثني الخ... خاصة مع انتشار الأفكار المتطرفة على انواعها وصعود اليمين المتطرف والافكار الراديكالية في بعض بلدان العالم ، يذهب ضحيتها الابرياء: الأطفال والنساء والرجال الذين يرغبون ان يعيشوا في سلام على الأرض.
بعد العمل الإرهابي في مسجدين في نيوزيلندا ، سنرفع صوتنا عاليا ونقول: لا لأي فعل أو ورد فعل الذي من شأنه ان يدمر سلامنا في هذا العالم.
ويوم الإثنين الواقع في 17 آذار وقعت عدة عمليات إطلاق نار في مواقع مختلفة في :أوتريخت" في هولندا ، مما أسفر عن مقتل ثلاثة أشخاص على الأقل وإصابة خمسة آخرين.
الدول، حكومة ومسؤولون، يكتفون بالإدانة بعد ارتكاب مثل هذه الاعمال الإرهابية، حتى ان البعض يساهم بشكل مباشر أو غير مباشر في:
* نشر الأفكار المتطرفة والراديكالية، تذكرنا بما حصل من ترويج للأفكار الفاشية والنازية قبل الحرب العالمية الثانية.
* تشجيع صناعة وتجارة الأسلحة، مما يؤدي الى سهولة امتلاك الاسلحة من بعض البلدان التي تعيش في دائرة الصراعات والحروب .
* يضاف إلى ذلك سهولة التسلح بالأسلحة التقليدية في جميع أنحاء العالم. وفقا لتقرير منظمة العفو الدولية فالتقارير تشير ان:
" بيع الأسلحة التقليدية - بخلاف الأسلحة النووية أو الكيميائية أو البيولوجية - يمثل حجمًا يبلغ 80 مليار يورو سنويًا. ويقدر عدد القتلى بما يقرب 500000 شخص كل عام بالأسلحة النارية ، سواء كانوا في منطقة نزاع أم لا. لأن العنف المتعلق باستخدام الأسلحة متعدد الأوجه »/ تاريخ النشر 16.10.2018.
* في يونيو 2016 ، لم تصدق 48 دولة من أصل 130 دولة على معاهدة تجارة الأسلحة (ATT).
نؤكد ان التعاطف فقط لم يعد كافياً كرد على هذه الظاهرة المنتشرة والتي تتمدد يومًا بعد يوم في عالمنا. لم ينفذ أي بلد ولن يسلم أي بلد في المستقبل إذا لم تلتزم الدول بوعودها واذا استمرت بعض الدول على عدم احترام المعاهدات الدولية والالتزام بها.
سيتم توجيه هذا الالتماس الذي نوقعه اليوم في بادئ الأمر إلى الأمم المتحدة والبرلمان الأوروبي في حال بلغنا إالـ 100000 توقيع.
مطالبنا هي :
أولا: تنفيذ العقوبات ضد أي شخص تصنفه الدولة بأنه قابل لأن يقوم باعمال ارهابية بناء على معلومات دقيقة.
ثانثا: من الآن فصاعدا ، سيتم اعتبار أي عمل إرهابي جريمة ضد الإنسانية وسنطالب بأن يتم محاكمة المجرم من قبل محكمة العدل الدولية.
ثالثا: على الأمم المتحدة مع المنظمات العالمية الأخرى ، ممارسة الضغط على الدول لتصل الى حد فرض العقوبات في حال عدم الالتزام وعدم احترام المعاهدات الدولية التي تقودنا إلى السلام في هذا العالم ، بما في ذلك معاهدة تجارة الأسلحة.
رابعا: على البرلمانات ممارسة رقابة فعالة على عمليات نقل الأسلحة.بناء على ذلك على الحكومات اصدار كشف واضح وشفاف عن صادراتها من الأسلحة "- هذا ما جاء من ادعاء قدمته منظمة العفو الدولية-
خامسا: أي شخص أو مجموعة من الناس أو أي دولة تشجع على الأفكار المتطرفة يتم إدانتها على الفور. كما يتم محاكمة أي شخص أو أي مجموعة من الأشخاص في حال ثبت انه ينشر الأفكار المتطرفة او يشجع على اي عمل ارهابي. كذلك نطالب بفرض عقوبات دولية على أية دولة لا تقوم بوضع حد للأفكار والأقوال المتطرفة أو التي تشجع بأي شكل من الأشكال على الأعمال الإرهابية.
ملاحظة: في تقرير بثه مؤخرا تلفزيون فرانس 24 أظهروا ن معدل الهجرة صفر من الجزائر الى اوروبا منذ بداية الحركة الشعبية في الجزائر ،.بمعنى آخر إذا استقرت الأوضاع الاقتصادية والأمنية والسياسية في بلدان العالم الثالث ، فإن مشكلة المهاجرين غير الشرعيين تحل. فلنتفكر..
