The Issue

To Pass a Public Safety Bylaw to achieve balance for spaces to be accessed and enjoyed by all residents of our city.  To safeguard environmentally sensitive areas, while having compassion and consideration for those living unsheltered. This by law does not prohibit encampments rather, specifies conditions and regulations for safe use of our public spaces.

  • Temporary structures must be 50 metres from waterways and railways  to minimize the risk to the unsheltered;
  • Prevention of misappropriation of municipal electricity, and water for safety and stability of city infrastructure ;
  • Restricting the occupation and use of environmentally sensitive areas to protect natural habitats, waterways, flora, fauna, and drinking water;
  • Temporary structures are not permitted within any of the following areas at anytime. Playgrounds, paths or trails, cemeteries, fenced off dog parks, community gardens, fountains, doorways, accessibility entrances or ramps, fire routes or ares surrounded by a fire hydrant, recreational trails, wetland areas susceptible to erosion or flooding
