Public Safety & Health Crisis on Lispenard Street
The Issue
We write to you as deeply concerned residents of Lispenard Street, New York, NY 10013 (between Church Street and Broadway). What was once a peaceful and secure residential street has now descended into a state of persistent chaos, lawlessness, and public endangerment.
Our block has been overtaken by organized groups of illegal street vendors selling counterfeit and contraband goods, including but not limited to unlicensed electronics, fake luxury watches, handbags, sunglasses, wallets— and illegal narcotics. This unlawful activity is being carried out in broad daylight, often mere steps from our building entrances.
These vendors and illicit operators have seized control of our sidewalks and street corners, rendering pedestrian passage for residents and visitors alike hazardous and nearly impossible. More disturbingly, our block has become a public latrine and garbage dump—with human waste, rotting food, litter, and other debris accumulating daily. There have been numerous incidents of public urination, defecation, open fires used for cooking on sidewalks, and illegal drug use and sale. Loud music blares at all hours, and hostile behavior toward residents is common.
The resulting conditions have created an environment that is not only intolerable, but dangerous, unsanitary, and entirely unacceptable in any civilized city—let alone in the heart of Tribeca. The stench of human waste, combined with hazardous and unsanitary street cooking, refuse accumulation, and illegal activity, poses an escalating public health hazard and compromises our safety, dignity, and quality of life.
Enforcement appears sporadic at best, and ineffective at worst. This inaction cannot continue. We are taxpayers, residents, and community members entitled to the same protection, cleanliness, and peace afforded to other New York neighborhoods.
We therefore demand the following immediate remedies:
- Consistent and visible NYPD patrol presence on Lispenard Street with strict enforcement of all applicable laws related to unlicensed vending, drug sales, loitering, and public health violations.
- Frequent & periodic sanitation inspections and street cleanups, including waste removal, sidewalk power-washing, and enforcement of sanitation code violations.
- Installation of surveillance cameras or mobile precinct units on the block to deter criminal activity and document offenses.
- Coordination with the Department of Consumer and Worker Protection (DCWP) and other relevant city agencies to remove illegal vendors and enforce product seizure when necessary.
- A formal investigation into the criminal networks operating in the area, with a view to disrupting and permanently removing their presence.
- This situation has spiraled beyond an issue of nuisance—it is now a public health emergency, a security risk, and a civic disgrace.
We urge you to treat it with the urgency and seriousness it deserves.
