Irregular Appointments of faculty positions in Bharathiar University, Coimbatore

The Issue

The most recent recruitment (November 2016) process conducted by the Bharathiar university, Coimbatore has ends up with huge scam, by appointing ineligible and irrelevant appointment of faculty members in various Departments. Many of the candidates does not have the proper qualifications, including NET / SET, which is forcefully amended by the University Grants Commission. But, unfortunately, candidates having NET / SET have been rejected by the selection Committee.

Many persons, who have not completed the relevant degree have been appointed in different departments. Few people completed their Ph.D. through distance mode (Category B mode) have been appointed as faculty members. In that condition, how they can guide and develop / promote research in the university body? In this connection, many protests have been made against the selection process, but the university authority is keep on telling that the appointment is based on merit basis only. But, a common man can able to understand an unfair appointment has been made by the university authority.

Regarding to this, the Higher Education department of Government of Tamil Nadu investigated and found a great scam had happened and advised the university Vice-Chancellor not to proceed with conducting Syndicate meeting and to issue the appointment orders. The Higher Education Secretary sent a letter and fax to stop the process, till further orders to be issued. Even receiving them, the Vice-Chancellor wrote a hand-written note (not in a specified format) to arrange for Syndicate meeting and it has been unlawfully, unethically conducted and the appointment  orders have been issued. By that time of syndicate meeting all the mobile phones and fax machines have been kept "switched off". This itself shows the irregular way of appointing the faculty members. In this connection many more problems are there... but, they cannot be listed. Many print and visual media got various information and evidences and presented to the public.

1. The scrutiny system is not properly organized (it has been conducted for two times).

2. At the time of interview, the candidates have been interviewed for maximum of 2 to 3 minutes only. So, how the panel of experts could able to find / select a suitable member for suitable position?

3. Persons are not having sufficient teaching experience have been appointed as Directors / Professors / Associate Professors in different departments.

4. A common entrance test should be conducted for the position of Assistant Professor position. But, the candidates have been grouped in to different groups and they have been given with different questions. How this will help the selection committee to select a right candidate?

5. A person have completed M.Sc. and M.Phil. in Zoology. Then he completed Ph.D., in Dentistry from a Korean University. He has been given with a position of Assistant Professor in Zoology. How it is possible?

6. In MBA department, the regulation suggested by the AICTE has not followed. For the position of Director, a person has been appointed, who is not meeting the eligibility criteria.

7. In Environmental Sciences, many of the candidates have their degree in M.Sc./M.Phil./ Ph.D and also NET in Environmental Sciences, but, none have been selected for the Department. Candidates holding Biotechnology and other Degrees have been given with appointment.

8. The Syndicate has been fixed on one date, but, due to some reasons, it has been postponed to other date, at the last  minute.

9. Based on the issues, the Higher Education Department called both the Registrar and the Vice-Chancellor for an enquiry and the Registrar clearly mentioned about the irregular appointments in Bharathiar University, by giving a explanation letter to the Higher Education Secretary and later he resigned.

10. The (resigned) Registrar did not signed in the minutes of Syndicate meeting. But, how the orders have been issued to the candidates?

11. This process has been clearly covered by press and visual media and exposed in various forums. But, why there is no action against the authority of Bharathiar University?

12. Also, there are few cases in-progress against the appointment process, which were filed by the SC & ST cell of University. According to the High Court order, the University should fix the terms and conditions of the final judgement of cases in the appointment order. But, none of the orders found to have them. So, this is clearly violation of Court's order.

 

So, individuals... like educationalist, students, and research scholars please look in to this matter and sign in this petition by asking to cancel the appointment and conduct a merit based recruitment system.
