Breeding dogs should not be a hobby or a income!  It is a very real problem that leaves millions of dogs, cats and other animals homeless on the streets or ending up in over full shelters that don't have the ability to keep up with the puppy and kitten population, no matter how hard they try. Making a breeding license mandatory to obtain and making laws stricter on those without a license will help lower all of these statistics dramatically in a short period of time.
