Dopo più di cento giorni dall'intensificazione del genocidio del popolo palestinese, il Consiglio Nazionale Ordine Psicologi e i diversi Ordini Regionali non si sono ancora espressi per condannare il massacro a cui stiamo assistendo giorno dopo giorno. Non sono stati creati eventi, post sui social, seminari. Non c'è stata l'erogazione di servizi di supporto psicologico gratuito per le persone colpite, né la creazione di materiali educativi per spiegare allɜ bambinɜ le atrocità che stanno accadendo sotto ai nostri occhi.

Questo silenzio raggela e sconvolge ancora di più dal momento in cui, a seguito dello scoppio della guerra in Ucraina, giustamente, il Consiglio Nazionale Ordine Psicologi e gli Ordini Regionali hanno subito preso pubblicamente una ferma posizione a tutela del popolo ucraino. Sono stati creati eventi, post sui social, seminari. Sono stati attivati, inoltre, servizi di supporto psicologico gratuito per le persone colpite e sono stati erogati materiali educativi per spiegare allɜ bambinɜ la guerra.

Il diritto alla salute, anche mentale, è un diritto fondamentale e universale, ed è contenuto nella Dichiarazione Universale dei Diritti Umani, in particolare all'interno dell'articolo 25. Fra i tanti diritti umani che il popolo palestinese non si vede riconosciuto, c'è quello del diritto alla salute mentale. 

Abbiamo, dunque, pensato di unirci come rete di psicologɜ e di studentɜ di psicologia per creare una petizione che diventerà, in seguito, una lettera ufficiale che verrà recapitata al Consiglio Nazionale Ordine Psicologi e a tutti gli Ordini Regionali. 

Cosa chiediamo al Consiglio Nazionale Ordine Psicologi e agli Ordini Regionali? 

Esattamente ciò che è stato fatto a seguito dello scoppio della guerra in Ucraina:

• una ferma e immediata presa di posizione contro il genocidio del popolo palestinese;

• la diffusione di materiale informativo ed educativo;

• l'erogazione di servizi gratuiti di supporto psicologico;

• la diffusione di contenuti sui social network;

• la creazione di seminari e di momenti di confronto.

Chiediamo al Consiglio Nazionale Ordine Psicologi e agli Ordini Regionali di prendere atto delle nostre istanze come professionistɜ che ripudiano e condannano qualsiasi violazione dei diritti umani, tra cui quello alla salute mentale.

Inoltre, crediamo fermamente che la salute mentale sia una questione collettiva. Infatti, il Consiglio Nazionale Ordine Psicologi e gli Ordini Regionali, a seguito dello scoppio della guerra in Ucraina hanno fornito supporto e materiale educativo/divulgativo anche per le persone che vivono in Italia, consapevoli dell'impatto che tale guerra potesse avere sulla salute mentale di tuttɜ. Perché non lo fanno anche oggi?

Il razzismo istituzionale è stato definito nel rapporto Lawrence (1999) del Regno Unito come: "L'incapacità collettiva di un'organizzazione di fornire un servizio appropriato e professionale alle persone a causa del loro colore, cultura o origine”.

È evidente come la guerra in Ucraina e il genocidio del popolo palestinese siano stati trattati, ad oggi, in maniera diametralmente opposta dal Consiglio Nazionale Ordine Psicologi e dagli Ordini Regionali. Noi siamo qui per chiedere che il razzismo istituzionale sia eliminato per sempre dal campo della tutela della salute mentale.  Siamo qui per chiedere una decolonizzazione della disciplina psicologica, pratica e teorica. Come difensorɜ del diritto alla salute mentale, è nostro dovere deontologico, oltre che umano, prenderci cura di tutte le soggettività, e non solo di quelle bianche e occidentali. E questo dovere, come Ordine Nazionale, non lo stiamo rispettando. 

Per questo, abbiamo deciso di allargare la petizione a chiunque voglia supportare questa causa e non solo a psicologɜ e studentɜ di psicologia.

English Translation

Over a hundred days have passed since the escalation of the genocide against the Palestinian people, yet the National Council of Psychologists and the Regional Orders have remained silent, failing to condemn the ongoing massacre. No events, social media posts, or seminars have been organized. There has been no provision of free psychological support services for those affected, nor have educational materials been created to explain to the children the atrocities occurring before our eyes.

This silence is deeply concerning and distressing, particularly when contrasted with the immediate and proactive response of these organizations to the war in Ukraine. Following the outbreak of conflict in Ukraine, the National Council of Psychologists and the Regional Orders swiftly took a public stance to support the Ukrainian people. They organized events, social media campaigns, seminars, provided free psychological support services, and developed educational materials to help children understand the situation.

The right to health, including mental health, is a fundamental and universal human right enshrined in the Universal Declaration of Human Rights, specifically in Article 25. However, among the many rights denied to the Palestinian people is the right to mental health.

Therefore, we, a network of psychologists and psychology students, have come together to create this petition, which will later be transformed into an official letter to be delivered to the National Council of Psychologists and all Regional Orders.

What We Demand from the National Council of Psychologists and Regional Orders? We demand the same actions that were taken after the outbreak of the war in Ukraine:

A clear and immediate condemnation of the genocide of the Palestinian people.
The dissemination of informational and educational materials.
The provision of free psychological support services.
The dissemination of content on social media platforms.
The organization of seminars and opportunities for dialogue.
We urge the National Council of Psychologists and Regional Orders to acknowledge our demands as healthcare providers and professionals who reject and denounce any violation of human rights, including the right to mental health.

Furthermore, we firmly believe that mental health is a public good. Just as the National Council of Psychologists and Regional Orders provided support and educational materials for people in Italy following the war in Ukraine, they should do the same for the Palestinian people today, acknoedging the potential impact of such crises on mental health.

Institutional racism, as defined in the Lawrence report (1999) published in the United Kingdom, refers to "The collective inability of an organization to provide appropriate and professional service to people because of their color, culture, or origin." (Machperson W. 1999, p: 49)

It is evident how differently the war in Ukraine and the genocide of the Palestinian people have been addressed by the National Council of Psychologists and Regional Orders to date. We demand the permanent eradication of institutional racism from mental healthcare provision and a decolonization of psychology as a discipline, both in practice and theory. As advocates for the right to mental health, it is our professional and moral obligation to care for all subjectivities, not just those who are White and Western. As a National Order, we are failing in this duty.

Therefore, we have decided to open this petition to anyone who wishes to support this cause, not just psychologists and psychology students.
