Provo City Residents Against the Proposed High-Density TERRA Development

The Issue

We, a group of Provo citizens, are AGAINST the TERRA development proposed by developer Bob Jones.  The property encompasses approximately 5000 to 5400 N. Canyon Road and east to the foothills north of Eastlawn Cemetery.  Mr.  Jones is proposing a resort-like venture with commercial entities, which include: a bowling alley, yurts, a climbing wall, pools, a club house, underground parking, tennis courts, basketball courts, pickle-ball courts, and restaurants.  He is proposing 420 residences which include single homes, condos, and townhouses.  

Commercial development and high-density housing is inappropriate for the quiet, residential quality of the Edgemont area.  We have a planning and zoning process to make our community what we want it to be and TERRA does not fit the plans or zoning of this area.  

Here are our concerns:

  • Traffic - This development could potentially add 840+ cars to the neighborhood.  It will create congestion, pollution, health, and safety issues.
  • Destroying Green Zones - The Edgemont bench is one of the last rural green spaces in Provo.  WE need to work towards preserving our trail and wilderness areas.  Provo should be working to support the Envision Utah effort laid out in the Utah County Agricultural Toolbox Handbook, specifically goals one and two. 
  • Water - Does Provo City have the ability to provide potable water for a large development like this?
  • School Facilities - There are currently 260+ apartments being built across from the Riverwoods and 60+ new homes approved for 4800 N. Canyon Road, which will put local schools over capacity.  The TERRA development would add 420 homes to an already overburdened area. 
  • Water Tank Structural Integrity - The structural integrity and safety of the two-million gallon water tank located in the foothills of Edgemont.  Past geologic studies did not anticipate movement of the earth in the foothill and mile high road areas where some homes have experienced compromised foundation problems. 
  • Reduced Property Values - By including multi-tenant and commercial properties in the TERRA project, home values will most likely be reduced.  
  • Value - Is this a project where the developer can work with the city and community to deliver a development that delivers on promises and truly adds value to our community?

Please join our petition to discontinue and deny rezoning, permits, plans, or anything supporting moving forward on the TERRA development.
