Comprehensive Program Overview
Sailing4AllPtown is a charitable non-profit 501(c)(3) tax exempt corporation, a commercial sailing school. The capital, grants, and donations, from government, foundations, corporations, and individuals will be used for the feasibility study, engineering, equipment, installation, maintenance, a small fleet of suitable one design race boats and operating expense including at least one US Sailing Level 1 Instructor (qualifying the program for a special insurance that covers everything and everyone including the town and borrowed boats for coaching and race administration), annual fund raising, etc. It will be used to fund the consultancy work for a Impartial, Independent, Capacity, Utilization, and Safety Study to determine the truth about the feasibility of Sailing4AllPtown’s use of MacMillan Pier as proposed in its Strategic Business Plan. For that we propose using the Harbor Access Gift Fund and or other funds we raise for the study of MacMillan Pier operations. We are open to reasonable alternative suggestions but until such time as one is found we will continue working on the tiny slice of space requested at MacMillan Pier for accessing the waterway.
All town officials, citizens, business owners, visitors, and property owners (year-round and part-time) in Provincetown, the region, and worldwide are asked to join us for this good cause. Let us know how we can secure your support both spiritual and financial. Our following is a few thousand people. There is a US Federal Agency that strongly believes in what we are doing. There is an Imperative for this plan as the Federal government sees, like we do, this plan is one thing Provincetown can do to assure its long-term growth. Why? The petition support, grants, and donations are sought from all parties with an interest in Provincetown's Harbor, education, and a sustainability plan for Provincetown and the Region.
Economic and Year-Round Driver for Provincetown and Region
Over time, this is what Provincetown and the region can expect when it plants this seed: Program that is affordable and accessible (disabled integrating with able), teaches marine skills to locals, social skills, health and safety skills, builds a base of capable event management, and positions Provincetown for off season events: driving revenues in hospitality, food service, automotive, marine industry, and creating new marine industry, and other sundry business development.
It Creates Pathways into Athletics: high school, college, adult amateur or professional, and the opportunity to go to the Olympics.
It Creates Pathways to Greater Leisure Activities: day sailing, racing, and it is a stepping stone to larger vessel ownership, and or ocean passage.
It Creates Pathways to Careers: marine higher education, marine crew, program management, fleet management, marine maintenance, event management, IT , hospitality, retail, and areas of safety.
The proofs that these things will happen are out there all over the world. It's time for Provincetown.
Our Cause
Do you think Provincetown's Harbor is underutilized? Do you, your family, your friends, your neighbors aspire to "Learn Sailing Right" in an achievement, Corinthian oriented, environment, excelling in your knowledge and skills and then competing in one design race boats or just taking a leisure sail, as part of an educational, sporting, charitable non-profit, community shared resource, with Access to All (adults), including young adults, families, seniors, veterans, mobility challenged, special needs, and the capable disabled? The proposed model has successfully driven local economies in sailing venues worldwide! It facilitates sailing for locals, visitors, and regattas and through more seasons, even frost biting (weather permitting)! The plan is aligned with what World Sailing (The Federation) and the Member National Authority (MNA) United States Sailing Association prescribe to become a recreational or competitive mariner. Provincetown does not have it but we aim to change that.
This petition and fund raising campaign represents the public's voice (your voice, from P-town, the Outer Cape, from anywhere) to Provincetown and the State Government to support and sustain allocating space (some shared space), with appropriate and adequate waterway access, to install a 2 or 3 ton hoist (shared for a program fee with the local fishery, pier operations, and the community), and other accessory to launch sailboats, plus a small closed area for 4 dry-sailed shared community boats (when not in use, boats are on their trailer, mast up, rigged, nearby the hoist or able to be rolled forward from the parking lot). The donor, subsidized, program, collects user dues and fees, and is member run. The operating model is a best practice and has been proven worldwide at venues connected to MNA and The Federation.
Note: Except in the off season, the boat parking for only the four (4) community shared boats in the central town parking lot could be an alternative if not on the pier. It requires creativity, cooperation, and some infrastructure modification, as well as a small program powered tow motor.
Sailing4AllPtown is for the frugal DIY sports enthusiast, of high integrity, that want to excel at sailing and in all phases of life. The model is an easier, healthier, and more affordable way making the waterway accessible and building a thriving mariner-based community. It will get more of the general public, educated and sailing, with less time, difficulty, and cost. For some, with limited resources and special needs, accessing Provincetown's waterway has become impossible, dealing with distant moorings, launches, and exorbitant costs. Dry sailing eliminates all that and it puts an end to toxic bottom paint too. It keeps our fleet of community race boats clean, on a level playing field, controls costs, and allows everyone in the community to truly participate together.
The model includes sailors of varying abilities and disabilities aspiring to learn, sail, and race. It puts safety first, followed by fun and continuous improvement. It provides most everyone an opportunity to participate in a sport considered one of the greatest things one can do. It is for everyone!
This is the model you will find from Marblehead, Newport to Hong Kong. It is the standard at leading yacht clubs, frugal boat clubs, and charitable non-profit community sailing schools. It is 2020 and our planned school as shaped does NOT exist in 400 year-old sailing community of Provincetown, Massachusetts USA! We MUST change that.
Because space is gifted (provided as a community resource below market rates or for a negligible amount) and resources are shared, some for a fee, the program is more affordable, more educational, and more inclusive. The proposed model becomes subsidized by the town, OGA, and corporate and individual donors, and it is also member run. Consequently, it is able to subsidize member dues and user fees. As an educational sporting facility in the US, it qualifies as a non-profit and by choice allowed to be a commercial entity and public charity at the same time. It is a school. It is the most trusted and best setting in which to learn and safely, enjoy boating and the waters, and achieve sailing and boating certifications recognized worldwide. It is often a pathway to many other areas of life for everyone. What's more, a new hoist and the dry sailing model facilitates extending the sailing seasons and makes the town attractive as a destination for regattas in the buffer months or simply allows for sailing anytime the weather permits. Also, Merchants can expect a boost to the local economy and an extended season just as it has done everywhere!
As part of the approved recommendation to allocate space, we submit, the Provincetown 5-year Harbor Plan could be amended to support the plan. The Provincetown Public Pier Corporation could also take a decision on its own or the Select Board could make a decision to support the plan. Finally, if needed, the town voters could raise a warrant to leverage a go forward decision.
Sailing For All Provincetown had four locations in mind. The US Sailing Association Director of Training and Education toured Provincetown; for safety reasons, a small space allocation at the end of the T on MacMillan Pier was recommended. There have been unused resources on MacMillan taking up space and that suggests this plan is very possible. Pier operations have begun removing the useless assets. A current town official says the ice machine could be moved to the outside of the T making the space we need. If in doubt, it is proposed, the Provincetown Public Pier Corporation's MacMillan Pier undergo an Independent Impartial Capacity, Utilization, and Safety Study to determine the feasibility of the Sailing4AllPtown plan with pier operations, paid for out of the Provincetown Harbor Access Gift Fund (a fund required by the state to facilitate and assure the public's continuing access to the waterway) or other funds raised by Sailing4AllPtown. World recognized Global Supply Chain Economist and author David Jacoby has done such studies for ports around the world and has agreed to do a fee-based study for the vested parties.
This plan for adults does NOT compete with The West End Racing Club (up to age 14) or the Provincetown Yacht Club (non-inclusive racing). Rather it complements them. Former Harbor Master Mckinsey said it was a good idea and recently Dr. Brian O'Malley confirmed Mckinsey said the same thing to him. Various members Pier Corporation and Select Board have supported the concept. Also, according to former Chief of the Commonwealth’s Department of Environmental Protection (DEP) Waterways Regulatory Program and also Coastal Zone Management the Sailing4AllPtown plan for a school would be an approved use under the MacMillan Pier CH 91 license.
The Fund
Sailing4AllPtown is accepting donations and it has received a few donated boats. It is moving ahead with grant writing. It has assured its public presence on the web and a service to customers. What's more, its first class has begun with service to a local Provincetown couple, one is able and the other capable disabled. We are starting to fulfill our promise, but only partially.
For all the planned activity, the multi-year goal is $350,000. The capital, grants and donations, are sought from the Provincetown Harbor Access Gift Fund, OGAs, foundations, corporations, and individuals. Sailing for All Provincetown is the entity, a commercial sailing school. It is seeking support from the Provincetown Government to proceed with the Sailing4AllPtown Plan. We will consider reasonable alternatives. This is for:
Support to proceed with an Independent Impartial Capacity, Utilization, and Safety Study for operating at MacMillan Pier, which if suggested will determines operation feasibility for:
a. Allocation of space for a hoist and accessible float space (See Petition for more detail)
b. Allocation of parking space for dry sailing of four community boats on the pier or possibly, with infrastructure modification, use of the central parking lot
c. Other accessories as referenced in the Sailing for All Provincetown Petition
d. Support to Amend the 5-year Harbor Plan to include the Sailing For All Provincetown community sailing school as proposed
e. Modify any documents of the Provincetown Public Pier Corporation to positively accept the Sailing4AllPtown Plan
Sailing for All Provincetown hopes the Provincetown Governance, Merchants, Town's People, and the General Public see the value in this program, as so many leading ports, municipalities, and the public have recognized worldwide. This plan is something that is good for expanding the local economy to be more year-round, improving the skills and welfare of the general population, and it is what the public wants as demonstrated by the petitions.
According to the DEP and CZM, the Sailing For All Provincetown plan is approved use under the existing MacMillan Pier Chapter 91 license. If ever the DEP and or CZM, or any other party suggest that is not true we propose the Harbor Committee and the Board of Selectman work with Sailing For All Provincetown to modify the license to make it clear it is an approved use.
It’s too early to reveal, but we have seen signs that a branch of the Federal Government likes and wants to support the Sailing For All Provincetown initiative, perhaps easing the financial burden and helping the vision Sailing4AllPtown has to become a reality.
