The Issue
Provide tax credit for homeschooling students in West Virginia
Year after year my Delegate, Kathie Hess Crouse (District # 019 – Putnam County, WV) files a bill to provide a tax credit/break for parents/legal guardians who homeschool their children/students and every year, it doesn't even make it out of committee or even on an agenda for a vote.
The purpose of my petition is to bring awareness to this and for all of us residents of West Virginia to have a voice and make it clear to each of our West Virginia State Delegates that we, their constituents, want this bill passed.
It's no secret that West Virginia is one of the worst nationally ranked school system in the entire country, in 2024 West Virginia was ranked 46th out of 51 in "Overall Performance" Public-School systems and 50th out of 51 ranked "Academic Performance" Public-School systems in America.
In addition to being one of the worst school systems in America, West Virginia school systems suffers from a pandemic our entire country is dealing with. A day doesn't go by, we do not learn about another educator/coach/etc. (both male & female) who have violated their oath and committed horrific crimes against our youth (educator misconduct) while they were attending school.
Educator misconduct and sexual abuse in public school statistics may often go unreported. Because of this, new acts to remove filing deadlines have been implemented.
Data from 6,632 recent U.S. high school graduates sheds light on the number of students reporting educator misconduct in school:
- Some form of sexual misconduct by a teacher was reported by 11.7% of surveyed students.
- Sexual comments account for 11% of reporting.
- Sending sexual pictures, photos, or sexual messages accounts for 0.6% of incidents.
- Touching a student sexually accounts for 0.9% of teacher actions.
- Incidents of sexual intercourse or oral sex account for 0.4% of misconduct.
- Female students account for 72% of students experiencing misconduct.
Statistically, homeschooled students score much better on standardized tests/testing and minority homeschooled students score even better. That fact that minority homeschooled students score so much better than both public schools and other homeschooled students cannot be overlooked for how amazing it is. Most minority homeschooled students/families suffer even worse when it comes to their financial wellbeing so the facts they do so much better cannot be overlooked.
Another factor that warrants massive consideration why some families homeschool is the school systems these parents/legal guardians have to send their children to. Some school systems, regardless of how hard they try, cannot prevent introducing its students/our youth to organized gangs and crime. One of the best preventions and defenses for parents/legal guardians to keep their children on a straight and narrow path, is to homeschool them. I have literally experienced this in New York State in the inner cities where grandparents tried everything possible to keep their grandkids from ending up in gangs and crime.
Also, we all know that West Virginia suffers from one of the worst drug/substance use disorder crisis in the country. One of the best preventions and defenses for parents/legal guardians to keep their children on a straight and narrow path, is to homeschool them.
As if the above isn’t bad enough, following social media, you can find thousands and thousands of educators who publicly boast, brag and are proud that they are indoctrinating and brainwashing our children and youth, literally from Pre–K and on.
Another problem with many public school systems is they know exactly what is and will be covered and tested on their state and federal standardized tests/testing and they build a curriculum based on those standardized tests. This has played a massive role in the decline of our youth learning critical thinking and problem solving.
Home schooling has truly become the best option for many parents/legal guardians, not only here in West Virginia, but all of America And it makes absolutely no logical or rational sense, why these parents should not receive a reasonable tax credit/break for their children they have opted to home school.
Hope Scholarship
It's important to understand that this wouldn't be a replacement to the Hope Scholarship, it would be an alternative. As amazing as the Hope Ship is, it does have it's limitations and faults and being able have an alternative option in the form of a tax cred/break would be very beneficial to many families and students in WV.
Why no support?
I have spoken to several West Virginia Delegates and multiple parents/legal guardians who have and still do home school and the general consensus among both is, there are two main reasons why Kathie Hess Crouse’s bills died at their inception.
The first is, West Virginia happens to have a fair number of elected Delegates who are either full-time educators and/or their spouses are and the only reason they continue to oppose this is of their own false sense of self preservation. When you talk to these delegates, they cannot provide you with a single logical or rational reason they oppose a tax credit/break for homeschooling.
The second reason is almost just as bad, multiple Delegates have not stood with Kathie Hess Crouse and their very own constituents, because these Delegates want something in return to support Kathie Hess Crouse and a tax credit/break for homeschooling. What I mean by this is, these Delegates literally hold an amazing bill like this hostage because they want other Delegates to promise to support their bills. As someone who ran multiple elections for my former spouse while living in New York State, this type of “quid pro quo” sadly is an everyday occurrence with politicians, because they have forgotten why they became politicians and who they serve.
Another excuse some of these Delegates like to use is that eventually West Virginia is going to abolish state income tax and for that reason, this bill would be a waste of time. Well, that is just not true and not a reasonable reason to oppose a tax credit/break for homeschooling.
- First, there are no guarantees the abolishment of state income tax will ever happen.
- Second, many families in West Virginia work multiple jobs to survive and are still living paycheck to paycheck, the false hope of anything in the future does not help these families today. Any money these hard-working families can have in their pockets now, helps them today and that’s what matters most.
In addition to signing this petition, what else can you do?
Well, you can reach out to your local West Virginia Delegate And because this affects all of us, you can also reach out to every West Virginia Delegate.
These politicians have a pretty good setup, they are only in session for a small part of the year and they are very much able to also maintain full time jobs, if enough West Virginia residents, including their constituents reach out to them and they feel at risk of either losing their elected positions or bad press, then all of a sudden they will change their opinions quickly.
It’s also very important to reach out to all of the West Virginia Politicians who sit on the Finance committee as I have been advised, if this bill is to make it out committee and move forward, it’s going to be the Finance committee that is the bill’s biggest hurdle.
In addition to signing this petition, it would be incredibly helpful to also email/call our delegates and post on their social media accounts. I have done my best to track down all of their Facebook and some their Twitter accounts and included them below, the more of us who post on their social media accounts, the better. I have also added all 100 of our Delegates to the "Decision Maker" section of this petition.
Join the Facebook group, I created just for this bill and invite like minded people to the group.
Last but not least, tag your friends and ask them to share the social media posts, sign this petition, and also email our state Delegates.
In closing, all my kids are grown up and the last of my daughters is currently in college and none of them reside in the state of West Virginia. I have nothing to gain from this bill being passed, but it's the right thing to do and it will help so many who are struggling and living paycheck to paycheck. In addition, the statistics don't lie, this bill would benefit minority students more than any other group and there is zero reason or logic why this shouldn't have 100% bipartisan support.

The Issue
Provide tax credit for homeschooling students in West Virginia
Year after year my Delegate, Kathie Hess Crouse (District # 019 – Putnam County, WV) files a bill to provide a tax credit/break for parents/legal guardians who homeschool their children/students and every year, it doesn't even make it out of committee or even on an agenda for a vote.
The purpose of my petition is to bring awareness to this and for all of us residents of West Virginia to have a voice and make it clear to each of our West Virginia State Delegates that we, their constituents, want this bill passed.
It's no secret that West Virginia is one of the worst nationally ranked school system in the entire country, in 2024 West Virginia was ranked 46th out of 51 in "Overall Performance" Public-School systems and 50th out of 51 ranked "Academic Performance" Public-School systems in America.
In addition to being one of the worst school systems in America, West Virginia school systems suffers from a pandemic our entire country is dealing with. A day doesn't go by, we do not learn about another educator/coach/etc. (both male & female) who have violated their oath and committed horrific crimes against our youth (educator misconduct) while they were attending school.
Educator misconduct and sexual abuse in public school statistics may often go unreported. Because of this, new acts to remove filing deadlines have been implemented.
Data from 6,632 recent U.S. high school graduates sheds light on the number of students reporting educator misconduct in school:
- Some form of sexual misconduct by a teacher was reported by 11.7% of surveyed students.
- Sexual comments account for 11% of reporting.
- Sending sexual pictures, photos, or sexual messages accounts for 0.6% of incidents.
- Touching a student sexually accounts for 0.9% of teacher actions.
- Incidents of sexual intercourse or oral sex account for 0.4% of misconduct.
- Female students account for 72% of students experiencing misconduct.
Statistically, homeschooled students score much better on standardized tests/testing and minority homeschooled students score even better. That fact that minority homeschooled students score so much better than both public schools and other homeschooled students cannot be overlooked for how amazing it is. Most minority homeschooled students/families suffer even worse when it comes to their financial wellbeing so the facts they do so much better cannot be overlooked.
Another factor that warrants massive consideration why some families homeschool is the school systems these parents/legal guardians have to send their children to. Some school systems, regardless of how hard they try, cannot prevent introducing its students/our youth to organized gangs and crime. One of the best preventions and defenses for parents/legal guardians to keep their children on a straight and narrow path, is to homeschool them. I have literally experienced this in New York State in the inner cities where grandparents tried everything possible to keep their grandkids from ending up in gangs and crime.
Also, we all know that West Virginia suffers from one of the worst drug/substance use disorder crisis in the country. One of the best preventions and defenses for parents/legal guardians to keep their children on a straight and narrow path, is to homeschool them.
As if the above isn’t bad enough, following social media, you can find thousands and thousands of educators who publicly boast, brag and are proud that they are indoctrinating and brainwashing our children and youth, literally from Pre–K and on.
Another problem with many public school systems is they know exactly what is and will be covered and tested on their state and federal standardized tests/testing and they build a curriculum based on those standardized tests. This has played a massive role in the decline of our youth learning critical thinking and problem solving.
Home schooling has truly become the best option for many parents/legal guardians, not only here in West Virginia, but all of America And it makes absolutely no logical or rational sense, why these parents should not receive a reasonable tax credit/break for their children they have opted to home school.
Hope Scholarship
It's important to understand that this wouldn't be a replacement to the Hope Scholarship, it would be an alternative. As amazing as the Hope Ship is, it does have it's limitations and faults and being able have an alternative option in the form of a tax cred/break would be very beneficial to many families and students in WV.
Why no support?
I have spoken to several West Virginia Delegates and multiple parents/legal guardians who have and still do home school and the general consensus among both is, there are two main reasons why Kathie Hess Crouse’s bills died at their inception.
The first is, West Virginia happens to have a fair number of elected Delegates who are either full-time educators and/or their spouses are and the only reason they continue to oppose this is of their own false sense of self preservation. When you talk to these delegates, they cannot provide you with a single logical or rational reason they oppose a tax credit/break for homeschooling.
The second reason is almost just as bad, multiple Delegates have not stood with Kathie Hess Crouse and their very own constituents, because these Delegates want something in return to support Kathie Hess Crouse and a tax credit/break for homeschooling. What I mean by this is, these Delegates literally hold an amazing bill like this hostage because they want other Delegates to promise to support their bills. As someone who ran multiple elections for my former spouse while living in New York State, this type of “quid pro quo” sadly is an everyday occurrence with politicians, because they have forgotten why they became politicians and who they serve.
Another excuse some of these Delegates like to use is that eventually West Virginia is going to abolish state income tax and for that reason, this bill would be a waste of time. Well, that is just not true and not a reasonable reason to oppose a tax credit/break for homeschooling.
- First, there are no guarantees the abolishment of state income tax will ever happen.
- Second, many families in West Virginia work multiple jobs to survive and are still living paycheck to paycheck, the false hope of anything in the future does not help these families today. Any money these hard-working families can have in their pockets now, helps them today and that’s what matters most.
In addition to signing this petition, what else can you do?
Well, you can reach out to your local West Virginia Delegate And because this affects all of us, you can also reach out to every West Virginia Delegate.
These politicians have a pretty good setup, they are only in session for a small part of the year and they are very much able to also maintain full time jobs, if enough West Virginia residents, including their constituents reach out to them and they feel at risk of either losing their elected positions or bad press, then all of a sudden they will change their opinions quickly.
It’s also very important to reach out to all of the West Virginia Politicians who sit on the Finance committee as I have been advised, if this bill is to make it out committee and move forward, it’s going to be the Finance committee that is the bill’s biggest hurdle.
In addition to signing this petition, it would be incredibly helpful to also email/call our delegates and post on their social media accounts. I have done my best to track down all of their Facebook and some their Twitter accounts and included them below, the more of us who post on their social media accounts, the better. I have also added all 100 of our Delegates to the "Decision Maker" section of this petition.
Join the Facebook group, I created just for this bill and invite like minded people to the group.
Last but not least, tag your friends and ask them to share the social media posts, sign this petition, and also email our state Delegates.
In closing, all my kids are grown up and the last of my daughters is currently in college and none of them reside in the state of West Virginia. I have nothing to gain from this bill being passed, but it's the right thing to do and it will help so many who are struggling and living paycheck to paycheck. In addition, the statistics don't lie, this bill would benefit minority students more than any other group and there is zero reason or logic why this shouldn't have 100% bipartisan support.
