There are way too many animals homeless on the streets of Houston, losing their lives when they don't ask to be born in the first place. A lot of people can't afford to spay or neuter their dogs and cats, leading to overpopulation and an increase in euthanasia rates for otherwise good animals. We need free spay and neuter services for all pets regardless of where they live within Houston. Additionally, no animal should be sold unless the seller is a legitimate breeder with a hard-to-obtain license. Anyone caught selling animals without a license should face automatic jail time.
