Protest WCID 17 Fee Increase- Apache Shores, Austin, TX

The Issue

Apache Shores, a residential community of over 4000 people along Lake Austin in Travis County, Texas, is at risk of being changed irrevocably. 

Travis County Water Control and Improvement District (WCID) 17 has announced on 10/22/25 that as of 01/01/26, the Out-of-District fee for EACH water customer will increase from $80 to $160 PER MONTH. This fee was just $10 a few years ago, and has been doubled almost annually: it was $40 just last year, and now $80 this year. This additional doubling will harm this community and cause many to sell their homes, many likely to developers who will ruin the vibe of our fun-loving community.

We only have about 90 days to get at LEAST 10% of Apache Shores WCID 17 CUSTOMERS to sign a petition to get the Public Utility Commission of Texas to review this increase and determine if this is just and reasonable. PLEASE spread the word and let's fight to keep our community!

Formal wording of the petition is as follows:

"We, the customers of Travis County Water Control and Improvement District No. 17 hereby appeal the decision by the board of directors of WCID No. 17 affecting the fees charged to us by WCID No. 17. The fee change is effective on January 01, 2026, and affected the rates charged for the Out of District Fee. On October 22, 2025, the fee payers were notified by the service provider of this fee increase by email. The undersigned request that the Public Utility Commission of Texas review the decision to determine if the fee established is just and reasonable. The old fee charged by the service provider was $40 per month in 2024, raised to $80 per month in 2025, and now doubling again to $160 per month, effective January 01, 2026. The undersigned designate the Apache Shores Property Owners Association, Inc. as their representative on this matter.
