The Issue

Every day in Sri Lanka, countless pets are abandoned because our outdated animal welfare laws fail to ensure that people act responsibly and with care. These laws are decades behind modern standards, leaving animals to suffer without proper protection. The proposed Animal Welfare Bill is a long-overdue step forward, but it must go further - the passing of the bill has remained stagnant and the inclusion of stricter penalties and better enforcement is required. While other countries such as UK and India have already strengthened their laws to reflect growth, Sri Lanka remains in the same position as we were, 80 odd years ago. Sri Lanka can and must do better.
