Petition: Protect the Swartberg Pass – Implement effective Road Management to Stop Heavy Vehicles

We, the residents, businesses, farmers, and concerned citizens of Prince Albert and the wider Central Karoo, call on Premier Alan Winde and Minister Tertius Simmers to urgently install a road‑management system on both the Prince Albert and Oudtshoorn sides of the Swartberg Pass.

This system should include effective physical access-control measures – such as S-bend chicanes, height restrictions or other appropriate physical barriers – together with significantly larger, more prominent and explicit signage to prevent trucks and long-vehicle combinations from entering the pass.

At the recent public meeting in Prince Albert, Premier Winde acknowledged the need to investigate practical interventions to address the problem, including physical access-control measures. We welcome this commitment and now call for the appropriate solution to be identified and implemented as a matter of urgency.

Why this action is urgently needed

With Meiringspoort closed, the Swartberg Pass has become an increasingly important route between Prince Albert, Oudtshoorn, and George. It is a provincial road and it is essential for:

Doctors, hospitals, medical appointments, and ambulance and emergency access
Residents travelling for work, school and family needs
Tourism, accommodation, restaurants, shops and local businesses
Agriculture and access to farming supplies
Deliveries, services and logistics
Schools and families
The environment and the town’s water resources
The broader Prince Albert economy
However, the pass is not suitable for large trucks or long vehicle combinations.

Despite existing signage and restrictions, unsuitable vehicles continue to enter the pass, leading to vehicles becoming stuck or involved in accidents, sometimes closing the pass for extended periods.

While the existing signage may comply with the required technical standards, repeated incidents demonstrate that the current measures are not achieving their intended purpose. Compliance with a standard is not enough if unsuitable vehicles continue to enter the pass. The signage and access-control measures therefore need to be strengthened to address the reality on the ground.

A recent incident involving a large tanker was particularly alarming: an accident involving fuel or hazardous materials on the Prince Albert side could contaminate the Dorps River, threatening the water resources on which the town depends.

What we are asking for

We call on the Western Cape Government to act swiftly and as a matter of urgency to protect lives, livelihoods, and the environment:

Install clear, visible and consistent signage that reinforces restrictions and reduces GPS‑related misdirection.
Implement effective physical access-control measures on both sides of the pass – including S-bend chicanes, height restrictions or other appropriate barriers – that physically prevent unsuitable trucks and long-vehicle combinations from entering.
Confirm the proposed intervention, responsible authority and implementation timeframe so that the community can understand when these measures will be put in place.
These are practical and achievable interventions that can safeguard the Swartberg Pass and the community that depends on it.

We, the undersigned, urge Premier Winde and Minister Simmers to act now. The repeated closures of the Swartberg Pass are not an inconvenience; they threaten medical access, economic stability, environmental safety, and the well-being of the entire Prince Albert community.

Protect the pass. Protect our people. Install the road‑management system without delay.
