The Issue

Reliable internet and electricity are no longer just household conveniences, they are essential economic infrastructure.

Millions of Filipinos now work from home as remote employees, freelancers, virtual assistants, online educators, software developers, digital marketers, customer support professionals, and other internet-dependent professionals. Together, they contribute to the country's growing digital economy, generate tax revenues, and bring foreign income into the Philippines.

Yet every unexpected power outage or internet interruption can immediately stop work, delay projects, reduce income, and affect the country's economic productivity.

Many home-based workers have already invested their own money in backup internet connections, uninterruptible power supplies (UPS), batteries, generators, and mobile data. Despite these efforts, infrastructure failures can still leave workers unable to perform their jobs, particularly during extended outages or severe weather events.

This petition calls upon the Department of Information and Communications Technology (DICT), the Department of Energy (DOE), the National Telecommunications Commission (NTC), and the Congress of the Philippines to study and develop policies that recognize and protect home-based economic productivity.

  • Improved service reliability standards.
  • Incentives for backup productivity infrastructure such as UPS systems and residential battery storage.
  • Better measurement of productivity losses caused by service interruptions.
  • Stronger coordination among agencies responsible for communications, energy, labor, and economic development.
