Protect the Dogs and Cats of Skid Row from Abuse, Exploitation, and Neglect

The Issue

Hidden among the tents and concrete of Skid Row are the most vulnerable victims of all — the dogs and cats who have no voice, no protection, and no choice.

These animals are living in extreme conditions. Many are malnourished, dehydrated, injured, or suffering from untreated illness. Some are used as commodities. Others are subjected to abuse, neglect, and sexual violence. Reports from advocates and rescuers describe animals being beaten, traded for drugs, bred irresponsibly, and discarded when they are no longer “useful.”

There are dogs tied to shopping carts in triple-digit heat.

Cats confined to filthy crates.

Animals forced to survive in chaos, noise, fear, and violence.

This is not responsible pet ownership. This is exploitation born from systemic failure.

Compassion for people and protection for animals are not opposing values. Both can and must exist at the same time. Allowing animals to suffer in these conditions is not kindness. It is neglect.

We are demanding immediate action from the City of Los Angeles and Animal Services to:

• Conduct regular, humane welfare checks on animals in high-risk areas

• Enforce existing animal cruelty and neglect laws

• Provide accessible surrender options without penalty

• Increase rescue partnerships to safely remove animals in danger

• Offer free spay/neuter, vaccinations, and veterinary outreach

• Establish an emergency task force specifically addressing animal abuse on Skid Row

No animal should be raped.

No animal should be beaten.

No animal should be used to test drugs or traded as currency.

No animal should suffer in silence because enforcement is politically uncomfortable.

If we can see the suffering and do nothing, we become part of it.

The dogs and cats of Skid Row deserve safety. They deserve dignity. They deserve protection under the law.
