The Issue

In Bell County, Texas, our community is living in fear due to a repeat offender who has been arrested nearly 30 times for crimes including harassment, trespassing, DWIs, and peeping into homes. Despite this history, he continues to be released on low bonds ($10,000–$15,000) and short stints in jail.

This is not just a local issue — it reflects a larger problem in Texas law:

 • Voyeurism is classified as a low-level offense and in practice often results in no jail time, even for offenders with repeat arrests.

 • Trespassing charges rarely result in meaningful jail time, sometimes avoided altogether due to jail overcrowding.

 • Bond amounts are set far too low, even for individuals with extensive arrest histories, putting communities at risk.


We demand legislative reform that ensures:

 • Criminal history is factored into sentencing and bond decisions.

 • Mandatory jail time for repeat misdemeanor offenders who pose ongoing risks to the public.

 • Higher bail standards that reflect community safety, not just the individual charge.

Texans should not have to wait until someone is raped, assaulted, or killed before the justice system takes meaningful action.
