Protect Texas Children: Strengthen Safety Laws for E-Bikes, E-Scooters & E-Mopeds
The Issue
As a mother living in Texas, I see more and more children and teenagers riding powerful e-bikes, e-scooters, and e-mopeds through our neighborhoods and near public roads.
These devices can provide convenient transportation and recreation, but technology is changing quickly. Some electric mobility devices are becoming faster, more powerful, and increasingly accessible to young riders. Our safety laws and public awareness need to keep pace.
A recent tragedy involving a child riding an e-bike in the Katy area has deeply touched my heart and the hearts of many parents in our community. It was a painful reminder that we cannot wait for another tragedy before taking action.
This is not only about Katy. This is about protecting children in every Texas community.
Parents are doing their best to establish rules at home, but we should not have to face this challenge alone. When children see other children riding powerful electric devices throughout their neighborhoods, it becomes increasingly difficult for individual families to establish meaningful safety boundaries without clear and consistent standards.
I am calling on Texas lawmakers and state leaders to strengthen statewide protections for minors operating e-bikes, e-scooters, e-mopeds, and other high-powered electric mobility devices.
Texas should consider:
• Clear minimum-age requirements based on the type, speed, and power of the device
• Mandatory helmets for minors
• Age-appropriate speed and power limits
• Clear restrictions on where minors may operate high-speed electric devices on public roadways
• Clearer legal classifications distinguishing traditional e-bikes from more powerful electric vehicles and e-mopeds
• Stronger safety education for children and parents
• Appropriate responsibilities for retailers selling or marketing high-powered devices for use by minors
• Better public awareness and enforcement of existing safety laws
This petition is not asking Texas to ban responsible e-bike, e-scooter, or e-moped use.
We are asking Texas to establish reasonable, common-sense protections for our children.
Technology has changed. The devices our children have access to have changed. Our safety standards must evolve as well.
Parents across Texas deserve clear rules, and children deserve the safest possible environment in which to grow and gain independence.
We should not have to wait for another child to be seriously injured or killed before meaningful action is taken.
Please sign this petition and join me in asking Texas leaders to make the safety of our children a statewide priority.
Stronger laws. Safer communities. Brighter futures for Texas children.
