Protect Students by Enforcing School Zone Speed Limit near CPSA
The Issue
Every school day, hundreds of K-12 students cross and navigate West Madison Street to attend the College Preparatory School of America (CPSA) in Lombard, IL. While this stretch of road is legally designated as a 20 MPH school zone under Illinois Vehicle Code 625 ILCS 5/11-605, driver compliance is dangerously low.
Because Madison Street is a major local body, morning and afternoon commuters routinely ignore the passive, static signage and speed through the zone at speeds exceeding 35 to 40 MPH.
This is an urgent public safety crisis.
According to data from the National Highway Traffic Safety Administration (NHTSA), a pedestrian struck by a vehicle traveling at 20 MPH has a 90% survival rate. If that speed increases to 40 MPH, the survival rate plummets to just 10%. We cannot wait for a preventable tragedy to occur before we take action.
The current passive signs are an engineering failure; they do not catch the attention of hurried drivers. We need modern infrastructure and active accountability to protect our neighborhood's children.
By signing this petition, we collectively urge Village President Keith Giagnorio, the Lombard Board of Trustees, and the Lombard Police Department Traffic Unit to immediately implement the following safety measures:
- Install Flashing Radar Technology: Deploy permanent, solar-powered electronic "Your Speed Is" radar feedback signs in both eastbound and westbound lanes approaching the CPSA campus to force driver awareness.
- Increase Targeted Enforcement: Mandate a weekly police patrol presence and speed-monitoring trailers on W. Madison Street during peak student arrival (7:30–8:15 AM) and dismissal (3:00–3:45 PM) hours.
- Refresh Pavement Markings: Repaint high-visibility thermoplastic "SCHOOL ZONE" indicators directly onto the asphalt surface to give motorists clear, unmistakable visual cues. Our children are counting on responsible drivers and an active local government.
