The Issue

We, the undersigned citizens of Fresno, urge the City Council to take immediate action to protect the stray dogs and cats in our community. Every day, countless innocent animals suffer and die on our streets due to neglect, lack of shelter, and absence of proper care.

Fresno is home to numerous stray dogs and cats struggling to survive in harsh conditions. These animals face starvation, disease, traffic accidents, and abuse, leading to unnecessary suffering and loss of life. As compassionate residents of this city, we cannot turn a blind eye to their plight.

We call upon the City Council to implement the following measures to address this urgent issue:

1. Establishing and funding programs for spaying and neutering stray animals to control overpopulation.

2. Increasing the number of animal control officers and providing them with proper training and resources to rescue and care for stray animals.

3. Creating more shelters and safe havens where stray dogs and cats can receive medical attention, food, and shelter until they find forever homes.

4. Launching public awareness campaigns to educate residents about responsible pet ownership and the importance of adopting from shelters.

5. Increasing penalties for animal abusers to deter cruel and inhumane treatment of animals and ensure justice for victims.

6. Enforcing the Wildlife Safety Traffic Act to hold accountable those who hit cats or dogs on the road, promoting awareness and respect for the lives of these animals.

7. Enforcing the PACT (Preventing Animal Cruelty and Torture) Act to prosecute individuals who commit heinous crimes of neglect and torture of animals, ensuring they face appropriate consequences for their actions.

By taking decisive action, the City Council can make a meaningful difference in the lives of stray animals and ensure a more compassionate and humane community for all residents.

We, the undersigned, call on the City Council to prioritize the protection and welfare of stray dogs and cats in Fresno. Together, let us create a city where every animal has a chance to live a happy and healthy life.

Thank you.
