The statistics are sobering: studies show that up to 71% of domestic violence victims report that their abuser also targeted pets at some point. This correlation between animal abuse and other forms of violence is well-documented, yet it is too often brushed aside by those who fail to see the seriousness of these acts. Rochester must refuse to be a place where such actions are overlooked.

We need Rochester law enforcement and animal control agencies to collaborate and prioritize the investigation and prosecution of animal cruelty cases. This includes allocating more resources toward training officers to recognize and respond to signs of abuse and ensuring that the penalties for offenders are strong enough to act as a deterrent. We also urge for better community education around recognizing and reporting suspected cases of cruelty.

Animal cruelty is a serious issue, and it is something that I believe deserves thoughtful attention and a strong response from our city. As a member of Rochester City Council, I take concerns like this seriously. At this time, I do not have a specific response to the petition itself. However, I can share that the Council is working with departments across the City of Rochester to better understand how issues related to animal safety and cruelty are currently being addressed and where improvements may be needed. These situations can involve multiple departments and policies, so it is important that we take a comprehensive approach. As you may know, I am relatively new to Council and am currently in my third month of service. I am still learning many aspects of city operations, but I am committed to advocating for policies and practices that ensure animals are treated humanely and provided the protection necessary for their wellbeing.
