The Issue

In Pennsylvania, a caregiver has been arrested and charged with stealing from three elderly clients, including a 90-year-old woman. The charges include forged checks, credit card fraud, stolen jewelry, and thousands of dollars in missing cash.

According to investigators, Nicole Daley allegedly used her role as a trusted in-home caregiver to exploit the people she was supposed to protect. She sold the stolen jewelry at a pawn shop, including a 1948 class ring that belonged to one of her victims. Much of it is gone forever.

This is not just one bad actor. It is a warning sign.

Elder financial abuse is on the rise. Many older adults, especially those who rely on in-home care, are vulnerable to theft and manipulation. In many cases, the abuse goes unnoticed until the damage is done.

We are calling on the Pennsylvania General Assembly to take immediate action by:

  • Strengthening background checks and licensing requirements for in-home caregivers
  • Requiring home care agencies to implement routine audits and fraud monitoring
  • Expanding legal protections and support services for elderly victims of financial abuse

No one should fear being stolen from in their own home, especially by someone paid to care for them.

Families across Pennsylvania depend on caregivers to support aging parents and loved ones. The state must do more to ensure those workers are properly vetted, supervised, and held accountable when they break the law.

Protecting vulnerable seniors is not optional. It is a basic duty of any just society.
