Protect Paxson-Airmont, Stop JK Event Center

The Issue

JK Land Holdings, LLC, owned by Charles S. Kuhn (JK), is seeking a special legislative exception from the County of Loudoun to build a 7,200 square foot commercial event center on Paxson Road in Round Hill, Virginia (LEGI-2025-0022). The facility includes a 245-person banquet hall and a 100-car parking lot. The stated purpose of the facility is to generate revenue for The JK Community Farm. The JK property on Paxson Road is subject to a conservation easement held by the Land Trust of Virginia (LTV) and lies within one of Loudoun County’s most scenic and historic rural areas.

We, the undersigned, oppose the JK proposal because:

It violates the spirit, the letter, and the goals of the conservation easement, which the LTV should protect. The JK easement was designed to preserve conservation values – not to authorize commercial fundraising ventures.

It would damage the community. Frequent high-volume traffic and noise from parties and weddings would permanently alter the historic gravel roads and quiet, rural setting of Paxson-Airmont, a residential and agricultural community. Those impacts are irreversible and can’t be mitigated.

It undermines charitable purpose. A nonprofit should not raise money by harming the land and neighbors it claims to support. Charities shouldn’t “Rob Peter to Pay Paul.” A food pantry shouldn’t be funded by paving farmland. Good causes do not justify bad impacts.

It breaks the public trust. Conservation easements are not just private land deals – they are commitments made in exchange for generous state and federal tax credits. Allowing development after these tax benefits have been claimed undermines public confidence and the integrity of the conservation easement program in Loudoun and statewide.

We urge you to:

  1. Enforce the Paxson Road conservation easement and protect the public trust; and
  2. Deny JK’s request for a special exception to build a commercial event center on Paxson Road.
