To Fulton County, the New York State Department of Environmental Conservation, and all agencies responsible for reviewing or approving the proposed Rizzo Trucking transfer station:

We, the undersigned residents, parents, educators, school staff, taxpayers, neighbors, and community members, urgently ask you not to approve or permit the proposed solid-waste transfer station at 1499 and 1511 NYS Route 29A.

We recognize that changes have been made to the application since the proposal was denied in 2025. However, our fundamental concern remains:

THE LOCATION HAS NOT CHANGED.
The proposed transfer station would still be located just over 1,000 feet, approximately 1,500 feet, from Gloversville Middle School, and close to Gloversville High School—and to the children, school buses, student drivers, parents, educators, coaches, and families who use this area every day.

This concern is not unique to Gloversville. Across New York, school districts facing waste facilities near their schools have taken an active role in the public process. The Brentwood Union Free School District formally opposed a proposed waste-transfer facility, raising concerns including traffic, health, and student safety. In Rensselaer, school-related concerns became an important part of DEC's review of a waste facility adjacent to the school campus.

Our school community deserves no less consideration.

We remain concerned about the potential impacts of a solid-waste transfer operation at this location, including:

Commercial truck traffic and roadway safety;
School buses, student drivers, and transportation;
Air quality and vehicle emissions;
Noise, odors, and quality of life; and
Wetlands, groundwater, surface water, stormwater, and management of leachate.
Technical reports, maps, and numbers are important—but they do not tell the whole story.

Parents know what it is like to bring their children to this campus. Transportation staff know the bus routes and daily traffic. Educators and coaches know how the campus is used during and after school. Neighbors know what it is like to live here.

Those perspectives matter.

If the numbers and reports alone are not enough to demonstrate why this location deserves greater concern, then we will add our voices to the record.

Before additional approvals or permits are granted, listen to the district, its families and staff, and the neighboring community. Fully consider what placing a solid-waste transfer operation at this location could mean for the children who attend school approximately 1,500 feet away and the community surrounding them.

Our children cannot choose what facilities are permitted near their schools. The adults making those decisions have a responsibility to consider their interests before those decisions are made.

We respectfully and urgently ask Fulton County, NYSDEC, and all responsible agencies to deny the approvals and permits necessary for this transfer station to proceed at this location.
