Protect Our Residents
The Issue
We, the undersigned residents and friends of the Southern Heights Neighborhood Association, ask that you do everything possible to prevent Mr. James Pelfrey (currently residing at 309 Glendover Road) from owning or keeping a dog. Mr. Pelfrey has repeatedly demonstrated that he is a danger to the community, with multiple prior vicious dog attacks of both people and other animals. Dogs kept by Mr. Pelfrey have severely injured other animals and people. The only reason there aren’t more attacks is probably due to the fact that many of our neighbors know they cannot safely walk on the public sidewalks near this property.
We feel we have been totally failed by a variety of offices and agencies that could have and should have protected us from various attacks and harassment from Mr. Pelfrey and his various “tenants”. We are unable to tell you how very, very many visits the police, animal control, social services and various regulatory agencies have made to this address over the last several years, with no apparent effect. Although Mr. Pelfrey has previously been the owner of record of this property, EK Real Estate Fund I LLC has been the record owner sinch February 26, 2021. We are unaware why the owner hasn’t done anything to protect the neighborhood. Mr. Pelfrey has stayed in the property, even though there have been condemnation notices posted, and to the best of our knowledge no electricity through the winter and at times no water.
The Southern Heights neighborhood is an eclectic blend of old and new residents, with many small children, strollers, school children, as well as retirees. This property is within a block of Glendover school, and on a direct route for children to walk to/from school. While we openly welcome a wide diversity of residents, this does not extend to those who present a very substantial risk of harm to our residents and friends
We request that you do everything legally possible to prevent further dog attacks, as well as any other relief within your power.
