Protect Our Littlest Learners: A Dedicated School Resource Officer at Every HUSD Elementary School
Our children deserve to feel safe at school.
As parents, families, and members of the Hemet community, we are asking Hemet Unified School District (HUSD) to take the next step in campus safety by providing one dedicated, sworn School Resource Officer (SRO) physically stationed at every elementary school during the entire school day, with an on-campus office and a consistent presence, similar to the full-time SRO model used at middle and high schools.
Our youngest students deserve the same serious consideration for campus safety as older students. Elementary schools should not be overlooked simply because their students are younger.
Why this matters
1. School shootings affect elementary schools, too.
According to USA Facts, approximately 23.6% of recorded school shootings in the dataset they analyzed occurred at elementary schools. This figure represents a share of recorded incidents nationally, not the percentage of elementary schools experiencing shootings, and includes a broad range of firearm incidents on school property.
On October 15, 2026, a deadly shooting at Silver Rail Elementary School in Bend, Oregon, was reported to have claimed the lives of three children and a teacher, with another child and a teacher injured. This tragedy brought renewed attention to the vulnerability of elementary-school communities.
Along with the tragedies at Sandy Hook Elementary School in Connecticut and Robb Elementary School in Uvalde, Texas, this heartbreaking event reminds us that violence can reach children at even the youngest ages.
We cannot predict every emergency, but we can advocate for thoughtful preparation, consistent on-campus safety resources, and a plan that takes the safety of elementary students seriously.
2. Elementary schools need an age-appropriate safety plan.
Young children may not understand emergencies the way older students do. A dedicated SRO could build familiarity with school staff, learn the campus layout, coordinate emergency response, and develop positive, age-appropriate relationships with students.
An officer already on campus can respond without first having to travel from another location. While no security measure can guarantee prevention or eliminate response delays, a consistent on-campus presence is an important option for the district to evaluate.
3. HUSD already has a foundation to build upon.
HUSD has partnerships with Hemet Police Department and Riverside County Sheriff's Department. Hemet Police describes a full-time SRO model at middle and high schools within Hemet city limits.
We are asking the district and its law enforcement partners to expand that approach so that every elementary campus receives dedicated coverage as well.
Shared patrols and officers who rotate between several schools are not the same as having one officer assigned to each campus throughout the school day.
4. We want a plan, a budget, and accountability.
We recognize that staffing every elementary school would require funding, officer availability, coordination, and planning. We are asking HUSD to openly evaluate the cost and identify lawful funding opportunities, including eligible school-safety grants, city and county partnerships, and other available resources.
Student services, special education, and other essential educational programs must remain protected. The district should identify funding that can legally support this proposal without taking resources away from services children depend on.
Our community deserves transparency about current campus safety coverage, the costs of expanding the program, and the steps needed to make it happen.
What we are asking HUSD to do
We respectfully request that the HUSD Governing Board:
- Commit to the goal of one dedicated SRO at every elementary school, physically stationed on campus throughout the full school day.
- Publish a clear accounting of current SRO assignments, including which campuses have a dedicated officer and which share coverage.
- Obtain written cost proposals from Hemet Police Department and Riverside County Sheriff's Department for full elementary-school coverage.
- Identify eligible grants, partnership opportunities, and sustainable funding sources to support the program.
- Present a public implementation plan with a proposed timeline, staffing requirements, and annual budget.
- Establish clear expectations for SRO training, student interactions, emergency coordination, and program evaluation.
- Provide regular updates to families and the community on implementation progress and campus coverage.
If immediate implementation at every campus is not possible, we ask the district to present a phased plan with specific milestones and a clear commitment to reaching every elementary school.
This is about preparation, prevention, and peace of mind.
We should not have to wait for a tragedy to examine whether our schools have the level of on-campus safety coverage our community expects.
A dedicated officer can become a familiar, trusted presence for staff and students while helping coordinate responses to serious emergencies. This proposal is not a claim that an SRO can prevent every incident. It is a request for the district to evaluate and provide consistent, on-campus law enforcement coverage at every elementary school.
Our children are entrusted to our schools every day. We believe their safety deserves a serious, transparent, and comprehensive plan.
We understand that this proposal requires investment. That is why we are asking for a clear budget, an honest assessment of available funding, and a realistic implementation timeline. We want to work with district leaders and law enforcement to find a responsible path forward.
Our children's safety should be a priority at every campus, not just some campuses.
