The Issue

In December 2025, Texas State Representative Steve Toth first exposed that the Texas General Land Office & School Land Board are planning to invest $140 MILLION in a known floodplain with private developer, Scarborough Lane Development. Despite public concern, FOIA requests have been denied, and the Texas GLO/SLB, Attorney General, and Governor’s Office refuse to provide transparency. We believe this decision is being rushed through behind closed doors with special interest and alleged ties to high-level Texas officials.

WHY THIS MATTERS

THIS IS A KNOWN FLOODPLAIN.
During Hurricane Harvey, this land held billions of gallons of floodwater— protecting our homes, schools, and businesses.

NATURAL FLOOR PROTECTION.
This 5300+ acre tract is irreplaceable green space that reduces flooding and preserves water quality for our community and downstream.

NOT A WISE INVESTMENT.
Taxpayers should not fund risky development in the floodplain. Once it’s built, the flooding moves to our neighborhoods.

OUR COMMUNITY IS UNITED.
Residents, civic groups, and even the Houston City Council (unanimously) oppose this development. We need to protect this area as a green space not only for flooding, but for preserving natural wildlife inhabiting this area including bald eagles and alligator snapping turtles.
