What if your name, a core part of your identity that you have used for years, could be forcibly changed by a new administrative rule?

これは、遠い未来の話ではありません。今、私たちの「名前の未来」が、静かに脅かされようとしています。
This is not a hypothetical question. Due to a recent change in the law, this is a real threat facing many of us in Japan.

◆何が起きているのか？/ What is Happening?

2025年に戸籍法が改正され、すべての国民の戸籍に「フリガナ」を登録することが義務化されます。一見すると、読み方が分かりやすくなる便利な制度に思えるかもしれません。
The Household Registration Law (Koseki-hō) has already been amended, and by May 2025, it will be mandatory to register a furigana (a phonetic reading in Katakana) for every name in the national registry.

しかし、この制度には、国際化が進む現代社会において、私たちのアイデンティティを深く傷つけかねない、大きな落とし穴が潜んでいます。
While this may seem like a minor administrative update, it threatens to create a major conflict with the way names are represented on our most important international document: our passports.

◆私たちの具体的な懸念：名前の「本来の綴り」が失われる未来/ The Core Problem: Eliminating Hard-Won Exceptions

現在のパスポート制度では、原則としてヘボン式ローマ字表記に従わなければなりません。
Currently, passport names must, in principle, follow the Hepburn romanization system.

ただし、外務省は厳格に限定された例外を認めています。
However, the Ministry of Foreign Affairs allows for a strictly limited exception.

初回パスポート申請に限り、国際的な由来を持つ氏名や長母音を含む氏名など、ヘボン式以外の表記について、その表記が既に確立され日常生活で使用されていることを証明する書類等を提出することで承認を受けることが可能です。
Only for a first-time passport application, it is possible to have a non-Hepburn spelling (such as for names with international origins or long vowels) approved by providing evidence that the spelling is already established and used in one's daily life.

日常的に使用されていることを、公的な書類をもって証明するという考え方に違和感はありますが、それはそれとして、戸籍にカタカナのフリガナが登録されると、どうなるでしょうか。
The idea of having to prove everyday usage through official documentation seems a bit strange to us, but that's not the point.

私たちは、このフリガナが「唯一の正しい読み」という法的根拠とされ、パスポートのローマ字表記が画一的なヘボン式に強制されてしまうことを、強く懸念しています。
Our grave concern is that the new, legally mandated furigana will be used as the sole legal basis for a name's reading, and that this will be used to eliminate this critical exceptional measure entirely.

◆Concrete Examples of What We Stand to Lose:

例えば、こんなことが起こるかもしれません。
This change could invalidate identities that people have spent their entire lives building.

• 国際的な背景を持つ家庭で、子供に「Joseph（ジョセフ）」と名付けたのに、パスポートの綴りがヘボン式の「JOSEFU」に強制されてしまう。
  A child named "Joseph" (registered with the furigana ジョセフ) who has documents proving his use of this spelling might be denied a passport with "Joseph" and instead be forced to accept the Hepburn version, "JOSEFU". This erases the international nature of his name.
• 「えり」という名前で、海外での活動も考え「Eli」という綴りを希望しても、フリガナ「エリ」によって「ERI」に統一されてしまう。
  Even if one wishes to use the spelling “Eli” for overseas activities under the name “えり”, it is standardised to “ERI” due to the furigana “エリ”.

これは、特定の誰かだけの話ではありません。
This is not just the case for one person.

• 海外にルーツを持ち、外国式の綴りを名前に持つ全ての人々
  It concerns everyone with a foreign-sounding name and a foreign-style spelling.
• 長音を「OH」「OO」などで表現したい方
  Those who want to express long vowels as 'OH' or 'OO' sound in their name.
• その他、ヘボン式以外の綴りにアイデンティティを持つ全ての人々
  Other people who identify with spellings other than the Hepburn style.

親として想いを込めた名前、あるいは、これまで人生を共にしてきた名前の綴りが、行政手続きの中で、一方的に変更されてしまう危険性があるのです。
There is a risk that names chosen with deep parental affection or names that a person has had for their whole life could be unilaterally changed during administrative procedures.

◆これは「アイデンティティ」の問題です/ This is an Issue of Identity and Practical Reality

これは単なるアルファベットの綴りの問題ではありません。
A name's spelling is not a trivial matter. 
名前とは、その人の歴史、文化、そして家族の想いが込められた、個人の「アイデンティティ」そのものです。
It is tied to our personal history, our family, our cultural background, and our professional lives. Forcing a change can cause immense confusion with bank accounts, academic credentials, and international records built over a lifetime.

グローバル化が進み、多様な背景を持つ人々が共に生きるこの日本で、行政の都合で個人の名前のあり方を画一化することは、時代に逆行するものではないでしょうか。
In a globalized world, forcing a single, rigid romanization system on a diverse population is a step backward.

◆私たちが求めること/ Our Demands

私たちは、多様性が尊重される社会のために、政府に対して以下の2点を強く求めます。
We urge the government to protect the identities of its citizens.

1. 戸籍のフリガナは、あくまで国内での読み方の利便性を目的としたものであり、個人のパスポート等におけるローマ字表記を法的に拘束するものではない、という明確な公式見解を速やかに示してください。
   Issue a clear and official declaration that the household registry furigana is for domestic administrative purposes only and will not legally bind or restrict the Roman alphabet spelling used in passports.
2. 外務省が現在認めている非ヘボン式表記や外国式の綴りをパスポート名として使用する国民の権利が、戸籍フリガナ義務化の後も変わらず保障されるよう、法務省と外務省が責任をもって連携し、制度を設計してください。
   Explicitly protect and maintain the Ministry of Foreign Affairs' existing, exceptional system for permitting non-Hepburn and alternative spellings, ensuring that proof of established use remains a valid basis for a passport name, even after the furigana system is fully implemented.

どうか、行政手続きの効率化のために、個人のアイデンティティや家族の想いを切り捨てないでください。
Please do not sacrifice personal and family identity for the sake of administrative uniformity.
