In his letter dated January 30, 2026, Minister Tilley stated:
“Additionally, the Department is also developing a framework to prioritize the use of registered TANS trucks for internal maintenance work, as required, in support of local highway bases and the efficient use of resources.”
This confirms that the Department is developing a framework.
That matters.
When a Department develops a framework, it is setting the rules for how publicly funded hauling work is organized.
The letter references internal maintenance work. That is a starting point. Long-term stability requires a broader, objective structure that applies consistently across all publicly funded hauling.
A framework must be clear, objective, and fair. Access to publicly funded hauling work must be governed by transparent, measurable criteria. It cannot depend on discretionary approval or internal gatekeeping by any private third party.
Other provinces demonstrate that workable models already exist.
In New Brunswick, contracts allocate 75 percent of the weight of material to local trucks and 25 percent to contractor trucks. That approach protects local operators while remaining compliant with procurement law. Allocation is based on measurable criteria rather than membership status or preferential treatment.
Objective systems are possible. Lawful options exist.
Progress has been made. A framework is being developed.
The focus now is ensuring that the framework provides clear, objective protection across all publicly funded hauling work.
