

Protect My Right to Life from Nuclear Threats
The Issue
The Putin regime controls one of the world's largest nuclear arsenals, has repeatedly threatened to use nuclear weapons, and has demonstrated nuclear readiness.
This is a global threat. It endangers every person on the planet. I consider it a direct threat to my right to life.
I demand that UN Member States initiate a UN General Assembly resolution: a public appeal by the Member States to the people of Russia.
The resolution should:
- Recognize the global threat. Recognize the Putin regime as a global threat to humanity because of its repeated nuclear threats and demonstrated nuclear readiness.
- Call for refusal of unlawful orders. Call upon the people of Russia not to execute manifestly unlawful orders, and declare readiness to protect, within the jurisdictions of participating States, those who refuse.
- Support international justice. Declare readiness to protect, within the jurisdictions of participating States, those who lawfully assist in bringing persons wanted for serious international crimes before international justice.
The mechanism is not new
States already announce public offers in advance to an undefined circle of potential participants: they specify the assistance sought, the conditions, and the benefit offered. The U.S. Department of State, for example, has long run reward programs for information leading to the arrest, transfer or conviction of persons wanted for serious crimes, including international crimes.
What is new is the situation and the need to express this position collectively.
A UN General Assembly resolution would allow many States to declare a consolidated position publicly and in advance, while each participating State acts only within its own jurisdiction and national law.
The resolution would not itself grant protection or immunity. It would declare in advance what participating States are prepared to provide under their own laws.
The conditions are public, and nobody needs to be named in advance: participants identify themselves by acting.
The purpose is concrete: to make cooperation with international justice more advantageous than continued loyalty to the regime.
What this would change
The resolution cannot guarantee an outcome. But it would create a possibility that does not exist today.
For people inside Russia: a publicly declared international framework and a lawful alternative to loyalty to the regime. They could refuse unlawful orders, cooperate with international justice, help stop the war and open the way to negotiations toward a just peace.
For international law: a practical path where enforcement is obstructed by nuclear blackmail.
For the future: a precedent that nuclear weapons must never give a regime de facto immunity from justice or leave humanity without a lawful response to a global threat.
