Pass SB301 Logan's Law: Protect Michigan Animals

Logan’s Law SB 301, defines crimes against animals, including but not limited to; inadequate care, abandonment, neglect, torture, unlawful killing, abuse, and participation in any way related to dog fighting. The law stipulates required punishment based on the specific crime, number of animals involved, and number of offenses. The punishment ranges from a combination of imprisonment, community service, fines, probation, and non-animal ownership through the term of probation, at least 5 years after the date of sentencing or date of incarceration (whichever is later) or the permanent relinquishment of ownership rights.

We applaud Senate Bill 301 for including similar punishment. However, HOPE4Change recommends that more must be done to protect, the same or additional animals, from potential re-offending abuse. This can be accomplished through the following revision to the bill’s current language;
“ …As a part of the sentence for a violation of subsection (2), the court SHALL, as a condition of probation, order the defendant not to own or possess an animal for any period of time AT LEAST 5 YEARS AFTER THE DATE OF SENTENCING OR THE DATE OF RELEASE FROM INCARCERATION, WHICHEVER IS LATER.
If a person is convicted of a second or subsequent violation of subsection (2), the court shall, order permanent relinquishment of animal ownership…”
Law enforcement agencies and animal welfare organizations across the country all agree that there is a propensity for offenders charged with crimes against animals to commit other violent offenses toward human victims. Taking a strong stand, and enacting stiff penalties for first time animal abusers, may save lives and reduce the likelihood of re-offending and/or additional related crimes.
