Contract agreement- Obtained via Public records Request

We have now obtained copies of the contract and related addendums between the City of Carthage and Panola County through a Texas Public Information Act request submitted to the City of Carthage.
We are still awaiting records from Panola County concerning the same agreement, as well as records related to the FY2025 ETCOG Solid Waste Grant awarded to the County. These requests seek to clarify the terms of the agreement, identify any amendments or addendums, and determine how grant funds were allocated and spent.

One issue identified during our review is an addendum referencing "commercial dumping prohibited." The copy provided to us does not contain signatures from both parties. This is noteworthy because members of the public were previously advised by City officials that the addendum had already been signed and approved by both parties. We have requested clarification regarding the status of the document and any executed version that may exist.
As additional records are received, we will continue sharing updates and supporting documentation with the public.
