The Issue

Protect Local Residential Trash Haulers and Small Businesses in Panola County

Why This Matters

The City of Carthage is considering a proposal that could prohibit commercial dumping at the local Solid Waste Transfer Station (“the Dump”), a facility that has long served as a critical disposal site for residential trash haulers and small businesses across Panola County. If approved, this decision could directly impact local residential trash haulers, small businesses, property owners, and the citizens who depend on affordable and reliable trash service throughout the county.

Many local trash haulers provide residential garbage pickup for:

Families living inside of Panola County
Elderly residents on fixed incomes
Rural communities that may not otherwise have dependable waste services
Small businesses and local property managers who rely on affordable waste disposal options
Several of these haulers are locally owned family businesses that have operated in Panola County for years and employ local drivers, laborers, and support staff. These businesses rely on access to the local transfer station to continue operating efficiently and affordably. Without local access, many would be forced to transport waste to more distant facilities in neighboring counties, significantly increasing fuel costs, labor hours, and operational expenses.

In addition, Panola County taxpayers help fund and support this transfer station through local taxes and public infrastructure investments, making this an issue that affects the entire community—not just commercial operators.

Potential Consequences of the Proposal

If commercial dumping is suddenly prohibited, the community could face several serious impacts:

Higher monthly costs for local residential trash services due to increased transportation and disposal expenses
Small local haulers being forced out of business because they cannot absorb the added operational costs
Longer and more expensive trash hauling routes to facilities outside the county
Delays or disruptions in trash pickup services, especially in rural areas
Greater hardship for elderly residents and low-income households who depend on affordable service
Potential job losses affecting local drivers, laborers, and small business employees
Increased illegal dumping along roadsides, in wooded areas, and on private property, creating environmental and public health concerns.
Concerns About the Process

Many citizens, customers, and local businesses only learned about this proposal shortly before the scheduled June 8, 2026 City Commission meeting, leaving little time for meaningful public review or discussion.

Given the potential countywide impact of this decision, we believe residents, taxpayers, and affected businesses deserve:

More transparency regarding the proposal and its long-term implications
Public disclosure of any financial or operational studies supporting the change
More discussion between city officials, county leaders, local haulers, and residents
More time before a decision with this level of economic and community impact is made
Important stakeholders—including residential customers, rural residents, small business owners should have the opportunity to participate in the conversation before any final action is taken.

What We Are Asking the City of Carthage To Do

We respectfully ask the City of Carthage to:

Delay any vote or implementation of the proposed commercial dumping prohibition until additional review can be completed
Hold additional public hearings and allow meaningful public input from residents, businesses, and county stakeholders
Conduct a full assessment of the economic and service impacts on local residential trash haulers and the citizens they serve
Work collaboratively with local businesses, county officials, and residents to develop reasonable alternatives that protect both operational needs and public interests
Protect affordable and dependable local trash services for families, rural communities, and small businesses throughout Panola County
Why Immediate Action Is Important

This decision could permanently change waste services across Panola County and threaten the livelihoods of local businesses that have served our communities for many years. Once local haulers shut down routes or close their businesses, those services may not return, leaving residents with fewer options and potentially much higher costs.

The June 8, 2026 City Commission meeting may be one of the final opportunities for citizens and business owners to voice concerns before any policy changes move forward.

We urgently ask every concerned resident, customer, business owner, property owner, and community member to take action now:

Sign this petition today
Attend the June 8, 2026 City Commission meeting
Contact city officials and county representatives
Share this information with neighbors, customers, and local organizations
Make your voice heard before any final decision is made
The more people who speak up, the harder it will be for local concerns to be ignored.

Stand with Panola County families, small businesses and local trash haulers by showing your support and encouraging others to do the same before it is too late.
