We are not against growth, but we are demanding a masterplan that is fair, transparent, and built on evidence.

Council’s July 2026 draft masterplan unfairly targets the Lang Street Heritage Conservation Area (HCA) and surrounding residential streets like Hale Road, rezoning the area for 8 to 12-storey high-rises and erasing a historic, early-1900s streetscape that has been protected for 30 years. If approved, this sets a dangerous precedent for eroding every other conservation area in Mosman.

The Facts: Why the Draft Plan is Flawed

• Lang Street is Singled Out: Out of 13 Heritage Conservation Areas in Mosman, Lang Street is the only one included inside the masterplan boundary. The other 12 HCAs are excluded and receive height transitions. Because our HCA is being targeted, neighboring residential streets like Hale Road are also being dragged into the high-density zone.
• Density Without Amenities: 12-storey buildings are planned 600–700m away from the Spit Junction town centre. Lang Street, Hale Road and surrounds gets the extreme density, but none of the transport or infrastructure benefits.
• Community Spaces at Risk: The plan marks vital neighbourhood assets for high-density redevelopment, including the Mackie Lane community garden, childcare centres, and retirement villages.
• Lack of Transparency: Council endorsed these major changes before releasing the heritage and technical studies meant to justify them.

Our Demands
We urgently call on the Mosman Council to:

• Protect Our Heritage: Treat Lang Street like the other 12 HCAs. Exclude it from the masterplan boundary and transition building heights outside of it to protect the amenity, privacy, and character of neighboring streets like Hale Road.
• Focus on the Centre: Direct new density toward Spit Junction and Military Road, where transport and amenity are richest.
• Provide Transparency: Publish all heritage and technical studies before any masterplan decision is endorsed.
• Push Back on State Targets: Actively work to reduce the 4,700 dwelling target imposed by the State Government.
• Require Real Infrastructure: Tie any new density to actual transport and amenity upgrades—a pocket park and a single B-line bus stop 700m away is not enough.
