Urgent Petition to end Irresponsible Broadcasting of the Images of Iranian Revolutionary Protesters by Manoto TV, in order to Protect Individuals' Privacy

To Ofcom, Human Rights Advocates, Journalists, and Esteemed Members of the Media

The Islamic Republic regime in Iran, one of the world's most repressive countries for journalists, has full control over media inside the country.

Consequently, the Iranian broadcasters in western countries, such as London-based Manoto TV, play the crucial role of covering the news and images from the the Woman, Life, Freedom Revolution. The nation-wide protests began after the death of Jina Mahsa Amini in the custody of the morality police.

However, the way in which Manoto TV is publishing the videos captured and sent to them by ordinary citizens without blurring out the faces of protestors could lead to their identification by the security forces and put their lives at risk.

The tragic death of Javad Rouhi is only one example among many that confirm this dangerous policy. On September 21st, 2022, Manoto TV broadcasted videos of Javad Rouhi, a 35 year old protester in the city of Noshahr. It is believed that these images, which did not hide or blur Javad’s face, contributed to his identification, arrest, and, ultimately his tragic death in prison on August 31, 2023.

Meanwhile, that Manoto TV initiated a campaign known as "Citizen Journalist", encouraging citizens to submit photos and videos of the protests and afterwards broadcasted these images without blurring the individual’s faces.

Due to the Iranian government's severe repression, it is widely believed that by violating the Ofcom rules on the media responsibility to protect those participating in their programs, Manoto policy has led to severe harm, including identification, arrests, harassment and in some cases, loss of life.

Despite ongoing criticism by members of the public calling out Manoto TV to revise the policy regarding the handling of the images and videos of protests, these requests have been grossly ignored. The network has defended its stance with statements like "no one in the world communicates with a blurred face" or "there is no reason to blur the faces of fellow citizens" deflecting responsibility onto the protesters.

Ignoring the code of conduct to protect individuals against foreseeable harm is invasion of their privacy.

Undersigned of this petition, invite everyone, particularly the human rights advocates and journalists to sign this petition and join us in standing against the violation of journalistic and media ethics and protecting individuals' human rights.

Furthermore, we request Ofcom, the UK media regulatory authority and to take immediate action and hold Manoto TV accountable, taking the necessary measures to address our concerns.

Considering the anticipated resurgence of peaceful protests and the subsequent arrests on September 16, 2023, coinciding with the anniversary of Jina Mahsa Amini's tragic death, it is of utmost importance and urgency that this issue be addressed promptly to minimize potential harm.

دعوت به همیاری فوری برای پایان دادن به پخش غیر مسئولانه تصاویر شرکت کنندگان در تظاهرات انقلاب زن، زندگی آزادی، توسط شبکه تلویزیون من و تو در جهت حفظ حریم خصوصی افراد

خطاب به آفکام، حامیان حقوق بشر، روزنامه نگاران و اعضای محترم رسانه های خبری

حکومت فعلی ایران کنترل کامل فضای رسانه ای داخل کشور را دارد و مانع از انتشار بیطرفانه اخبار میشود. در چنین شرایطی رسانه های خارج از کشور، مانند شبکه تلویزیونی من‌و‌تو نقش بسیار مهمی در انتشار اخبار و تصاویر خیابان های ایران در جنبش زن زندگی آزادی دارند. عدم رعایت حقوق شهروندی و حریم خصوصی افرادی که تحت شدیدترین سرکوب ها در داخل ایران قرار دارند از جانب رسانه های خارج از کشور امری خطرناک و غیرقابل قبول است.

انقلاب کنونی در ایران، به دنبال کشته شدن یک زن 22 ساله به نام ژینا مهسا امینی در تهران، در تاریخ ۱۶ سپتامبر ۲۰۲۲، آغاز شد

او که اهل شهر سقز بود و برای سفر به تهران آمده بود توسط گشت ارشاد به اتهام «بدحجابی» دستگیر شد و به دلیل بد رفتاری پلیس در دوره بازداشت کشته شد.

تجمعات «زن، زندگی، آزادی» در اعتراض به این قتل حکومتی شکل گرفت و در زمانی کوتاه به جنبشی سراسری برای سرنگونی رژیم در سراسر ایران بدل شد.

در چنین شرایطی شبکه من‌وتو، در کمپینی تحت عنوان “شهروند خبرنگار” از شهروندان درخواست کرده تا گزارش های خود از اعتراضات خیابانی را در قالب فیلم و عکس ارسال کرده و سپس اقدام به پخش این تصاویر بدون تار کردن چهره افراد کرده است.

با توجه به سرکوب شدید حکومتی در ایران، باور جمعی بر این است که این نحوه از پوشش خبری، منجر به آسیب های جدی از جمله شناسایی، دستگیری، آزار و اذیت در زندان و در مواردی کشته شدن افراد میشود.

اعتراضات پی‌ در پی ایرانیان در مورد پخش تصویر معترضین و درخواست‌ها از شبکه تلویزیونی من‌وتو برای تار کردن چهره ی افراد، همچنان بدون نتیجه مانده و هیچ گونه اقدامی از سوی این شبکه, جهت اصلاح این رفتار ناامن و مغایر با اصول خبرنگاری انجام نگرفته است. این رسانه با توجیهاتی چون «هیچ کس در دنیا با یک چهره تار ارتباط برقرار نمیکند»، و یا «دلیلی برای محو چهره ی هموطنان وجود ندارد» از تغییر رویه سرباز زده و بار این مسئولیت را برعهده‌ی معترضین گذاشته است.

عدم رعایت رفتار حرفه ای از جانب این شبکه، منجر به دستگیری های متعدد و در نهایت یکی از غم انگیزترین وقایع هفته‌ی اخیر شد.

در تاریخ 21 سپتامبر 2022، تصاویری از جواد روحی، یکی از معترضین خیابانی در نوشهر ، از این شبکه پخش شد که به شناسایی، دستگیری و در نهایت مرگ او در زندان جمهوری اسلامی در تاریخ 31 آگوست 2023 انجامید.

ما امضا‌کنندگان این طومار گردهم آمده‌ایم تا از عموم و بویژه جامعه روزنامه نگاری بین‌المللی دعوت کنیم که در برابر نقض اخلاق روزنامه‌نگاری و رسانه‌ای ایستاده و در راستای حفاظت از آزادی بیان و حمایت از حقوق بشر با ما همراه شوند

ما امضا‌کنندگان این طومار از آفکام، نهاد مسئول نظارت بر رسانه ها در بریتانیا، درخواست می‌کنیم که فور شبکه تلویزیونی من‌وتو را به دلیل عدم رعایت حفظ اطلاعات خصوصی معترضین و همچنین نقشی که در شناسایی نیروهای انقلابی داشته، پاسخگو کرده و اقدامات لازم برای تغییر رویه آنها انجام دهند

با توجه به اینکه پیشبینی موج جدیدی از تظاهرات مسالمت آمیز زن زندگی آزادی و دستگیری های پس از آن در تاریخ 16 سپتامبر 2023 مصادف با سالگرد کشته شدن ژینا مهسا امینی میشود، بسیار مهم و ضروری است که این مساله در اسرع وقت پیگیری شود تا آسیب‌های احتمالی را به حداقل برساند.
