The Issue

The introduction of the Unified Payments Interface (UPI) was a game-changer for millions of Indians, including me. It was designed to simplify our lives by allowing instant and seamless money transfers, integrating over 300 banks into one robust digital framework. More importantly, it was free of charge, making digital transactions accessible to everyone, regardless of their financial status.

I embraced the Digital India movement with open arms because UPI embodied the vision of a future where technology could alleviate everyday financial burdens. It felt like a digital revolution, empowering us with the freedom to transact without being plagued by hidden banking charges. However, this sense of trust and empowerment is now under threat with the proposed MDR (Merchant Discount Rate) fees on UPI transactions above ₹2,000.

This potential imposition stands to penalize the very people who chose to go digital, who trusted in the promise of a transparent and unencumbered financial future. Implementing MDR fees conflicts with the foundational objectives of financial inclusion and simplicity under the Digital India initiative. It's critical to recognize that introducing such fees might deter many from using UPI, forcing them back to cash transactions and negating years of progress.

Consider this: A fee on transactions would disproportionately impact the common man and small businesses, who are the backbone of our economy. A majority of UPI users may find themselves deleteriously affected, as costs pile up unnoticed with every digital purchase. Further, data from the National Payments Corporation of India (NPCI) points out that UPI facilitated transactions involving over ₹11 trillion in October 2023 alone. If even a fraction of these transactions incur fees, the cumulative costs for individuals and small businesses could be staggering.

Instead of fees, I propose that the government and financial institutions find alternative solutions to sustain the operational costs of UPI. Options could include increasing government subsidies for banking infrastructure involved in digital payments, or promoting partnerships with private entities that see the value in a digitally-enriched India.

We need to rally together to protect our UPI legacy and ensure our digital future remains bright, secure, and equitable for all. I urge everyone who believes in the power of digital inclusion to sign this petition and stand against the imposition of fees on UPI transactions. Together, we can advocate for a future that keeps UPI free and accessible for generations to come.
