Protect In-Home Supportive Services (IHSS) for People with Disabilities

The Issue

TELL CALIFORNIA LEGISLATORS: PROTECT IHSS — NO HARMFUL CUTS!

In-Home Supportive Services (IHSS) is a critical program that allows older adults and people with disabilities to live safely in their homes and communities, rather than being forced into institutional care.

Right now, California is considering proposals that would weaken IHSS by eliminating key protections and shifting costs in ways that could reduce access to care. Due to the passage of HR 1, the state is seeking ways to cut costs to offset lost federal funding—putting IHSS and the people who rely on it at risk.

DEAR CALIFORNIA STATE LEGISLATORS,

Over 700,000 Californians rely on In-Home Supportive Services (IHSS) to receive assistance with essential daily activities such as bathing, eating, dressing, and mobility. This program is a lifeline that allows people with disabilities and older adults to live independently and safely in their homes.

Proposed changes would eliminate the IHSS Backup Provider Program, which ensures individuals can still receive care when their regular caregiver is unavailable. Without this program, people could be left without critical support for their basic needs.

Additional proposals would end temporary IHSS services when someone loses eligibility for Medi-Cal by eliminating the IHSS Residual Program. Currently, this safeguard allows individuals to continue receiving services for a short period if their Medi-Cal coverage lapses due to administrative delays or eligibility changes. Removing this protection could result in people losing essential care overnight.

Other proposals would shift the full cost of increases in IHSS care hours to counties, creating pressure to limit services and leading to inequities in access to care across California.

IHSS supports independence, prevents unnecessary institutionalization, and is a cost-effective alternative to more expensive care settings. Weakening this program would have devastating consequences for people with disabilities, older adults, and their families.

Please protect IHSS and reject any proposals that would cut or weaken this essential program.
