Florida’s children deserve protection, not political experiments with their health.

House Bill 173, labeled the “Parental Rights” bill, would block doctors from treating teens for sexually transmitted infections without written parental consent. It would also restrict access to contraception and even prevent doctors from providing contraceptive information to minors without parental approval. While supporters say this bill strengthens families, its real-world impact could leave vulnerable young people without time-sensitive medical care.

If a teenager tests positive for an STI, this bill would allow a diagnosis—but delay or deny treatment unless a parent can be reached. Medical professionals and advocates have warned that delaying treatment for certain infections can lead to serious health consequences, including long-term complications. In cases where a young person cannot safely involve a parent—such as situations involving abuse, neglect, or family rejection—these barriers could be especially dangerous.

Florida already enforces a six-week abortion ban. In that context, restricting access to contraception and accurate medical information could further limit young people’s ability to prevent unintended pregnancies. Even for families who strongly believe in parental involvement, there must be safeguards for youth who are not safe at home or who need urgent care.

Parents play a critical role in their children’s lives. But good policy recognizes that not every child’s situation is the same. Doctors are already mandated reporters when abuse is suspected. We can support parental engagement without tying the hands of medical professionals in moments when swift care is essential.

We urge members of the Florida House and Senate to reject HB 173 and SB 166 or amend them to ensure that minors can receive timely STI treatment, contraception, and crisis mental health care when a parent is unavailable or when involving them would put the child at risk.
