Thank you for continuing to support this petition. We now know even more about how PERU, PERD, and TNOC regimes are impacting people in New Zealand prisons — and it’s worse than most realise.

In PERU, basic rights like family contact are being weaponised as punishment. Prisoners can be restricted to just one five-minute phone call per week, with even compassionate grounds contact capped at only 10 minutes total. This doesn’t just punish the prisoner — it punishes their children and families, who are denied the chance to stay connected with their loved one. Innocent kids are growing up without being able to talk to or see their parent.

We also want to be clear that these regimes don’t just affect men. Women in custody are also subjected to isolation and secretive classifications, with the same lack of rights, oversight, and pathways out.

Today we formally raised these concerns with the Office of the Ombudsman, asking them to investigate how Corrections is using PERU, PERD, and TNOC as punishment without clear legal authority, and why there are no fair pathways out. By adding your voice here, you’re strengthening the call for independent oversight and accountability.

Corrections is trying to lock these measures into law, which means this shadow system of indefinite solitary confinement could soon become a permanent part of New Zealand’s justice system.
