We, the undersigned residents of the Cedar Manor Neighborhood in St. Louis Park, are deeply concerned about the placement of Willie Edd Reynolds at the 2600 block of Xylon Ave S.

Mr. Reynolds is a Level 3 sex offender with a very long and violent criminal history. Although he has completed his sentence and is no longer under Department of Corrections or probation/parole supervision, his record demonstrates a persistent pattern of dangerous behavior.

This placement poses an unacceptable risk in a neighborhood where 20-30 young children live and play daily, but also close to 3 schools.

It is unclear whether the property in question is held under an LLC or an individual is responsible for renting directly to Mr. Reynolds. Regardless, this situation raises serious questions about landlord accountability, rental licensing enforcement, and whether owners are exercising due diligence when placing high-risk individuals in family neighborhoods.

We call on the City of St. Louis Park, the Rental Licensing Office, and the City Council to take immediate action by:

1.      Investigating who is responsible for renting the property in question to a Level 3 Sex Offender with a violent history.

2.      Reviewing the property for licensing compliance and possible public safety violations.

3.      Ensuring the landlords – whether individual or LLC – are held accountable for endangering neighborhoods.

4.      Developing stronger city ordinances or guidelines to prevent the placement of high-risk offenders in areas heavily populated with children.

5.      Increasing transparency and community input in decisions that affect neighborhood safety.

We, the undersigned, urge the City of St. Louis Park to act swiftly and decisively to protect our children, families, and neighborhoods.
