Protect Fairfield’s Neighborhoods: Say NO to Overdevelopment on Black Rock Turnpike

The Issue

Fairfield residents are urging the Town Plan and Zoning Commission (TPZ) to deny the proposed high-density developments at 4221 and 4480 Black Rock Turnpike and demand full independent safety and impact studies before even considering projects of this scale in such a sensitive area.

 


These proposals would introduce over 300 apartment units in a single-family residential zone, with buildings up to six stories tall, and direct access onto Black Rock Turnpike — one of Fairfield’s busiest and most dangerous roads.

 


Under Connecticut’s affordable housing law (8-30g), towns can only deny such proposals if they pose a “substantial public health or safety risk” that clearly outweighs the need for affordable housing. We believe these developments pose a substantial public health and safety risk.

We believe the TPZ has a legal and moral obligation to:

  • Reject these proposals as submitted
  • Conduct independent, third-party reviews of traffic, emergency access, drainage, and environmental impact
  • Demonstrate that these massive developments do not endanger public safety, instead of relying on developer-funded studies
  • Not rely solely on reports funded by the developers themselves

Here’s what we already know:

• 🚗 Black Rock Turnpike is a high-crash corridor with 20,000+ vehicles daily and limited sidewalks

• 🏥 Emergency access could be compromised by traffic congestion and narrow driveways

• 🌧️ Stormwater runoff and grading changes threaten sensitive watershed areas nearby

• 🧯 No independent fire safety or emergency response assessment has been made public

 


We are not opposed to affordable housing. But Fairfield residents should not be forced to gamble with public safety based on developer-driven data.
