The Issue

Last summer, a heartbreaking video went viral: a giant manta ray, a federally threatened species, was hoisted onto a boat off the coast of Panama City. Even more disturbing? The capture was completely legal—and approved by Florida’s own wildlife agency.

That shocking moment exposed a painful truth: Florida law still allows endangered marine animals to be taken from their natural habitats and shipped across the globe for aquarium displays. Now, with the introduction of the Marine and Aquatic Native Threatened Animal (MANTA) Protection Act, state leaders from both parties are working to change that.

This vital bill, co-sponsored by Republican Sen. Ileana Garcia and Democratic Rep. Lindsay Cross, would ban the capture and transport of endangered or threatened marine species from Florida waters for display in aquariums and entertainment facilities. That means no more wild sharks, rays, or other protected species being removed from our oceans to live in tanks. No more profits from their suffering.
