Protect Elderly Condo Residents in Florida from Abuse and Financial Misconduct

The Issue

For years, residents of Castle Gardens Building #4 in Florida — many of whom are elderly, low-income, and vulnerable — have experienced or reported a troubling pattern of harassment, emotional abuse, and concerns about financial mismanagement under the leadership of the condominium board, which is currently represented by President Sandra Levy who has been serving for 21 years.

Owners have been repeatedly denied access to basic financial records, bank statements, and inspection reports, in direct violation of Florida Statute 718. Despite multiple requests, there has been no transparency, no answers, and no accountability.

Residents who raise concerns have faced retaliation, verbal abuse, and public humiliation during meetings. One resident’s peaceful garden—a source of mental healing—was threatened with destruction. Others live in fear and silence, too afraid to speak out.

There are troubling rumors that funds meant for community maintenance are being misused. There’s no master insurance policy on the building, no visible repairs being made, and no documentation proving the proper use of reserve funds.

Most alarming: there are no proper elections, no meeting minutes kept, and no clear accounting of how residents’ money is being spent.

This is not just condo mismanagement—it is elder abuse.

We, the undersigned, urgently call on:

Florida Governor Ron DeSantis
The Florida Department of Business and Professional Regulation (DBPR)
State legislators and housing authorities
…to take immediate action by:

Launching an investigation into this and similar cases of condo board misconduct.
Enforcing existing laws (Florida Statute 718) that protect homeowners’ rights.
Providing oversight and support systems for elderly residents in abusive housing situations.
Creating clear channels for reporting and protecting whistleblowers without fear of retaliation.
No one should feel unsafe or unheard in their own home. Please stand with us to protect Florida’s seniors from abuse, corruption, and neglect.
