Protect Dogs in NC: Enforce Breeder Licensing and Health Standards

The Issue

Hello, my name is River Marshall and I would like everyone to come together and petition to create dog breeding licenses and enforce health testing.

My main goal is to have rules in place to be able to breed & sell dogs in NC. In order to sell them you will need a business license, and to qualify you will need a vets sign off on their heath.
This will not stop everyone, but it will at least stop some from using pets as a way to make a quick buck with no consequences.

In North Carolina, you need permits and licenses to sell a lot of things, make a business, even to hunt and fish, but none to create life and sell it?

The shelters are full and so are fosters. We need to push for stricter laws on breeding and heath testing for the people who would like to breed dogs. Animals everywhere are suffering from this and so are the people who work with them. The heath testing law and a law to need a license to breed animals would help out the community a ton.

I would like to share some of my stories where health testing and breeding laws would have helped these specific animals not suffer from a short life.

A dog adopted from a shelter that i worked with since she was a puppy was born with issues with her brain, before she was even 1yrs before she was having seizures. Despite the owner putting her on meds and taking her through vet appointments, she ended up having a seizure so severe she lost her sight and tragically had to be put down at 1yrs old. 

A dog I also worked with and pet sat for was kept in someones garage as a puppy, someone came along and took her in, raised her from a baby, and gave her an amazing life. Due to the heath issues from her breeding situation, she had a life full of complications and surgeries. Even though her owner did everything she could, she passed at 2 years old. 

My best friend adopted her first dog from a rescue. The dog had issues where she was blind in her left eye, and was suspected to have a brain tumor. This caused her to spin in circles constantly, nip at people out of fear and overall live a limited life. Her owner did all the training she could, tried different medications and for 3 years tried desperately to help her. She could not be saved. 

These stories and many others are the biggest reasons why this is important. We wont prevent everything with these laws, but it will be worth it to even save one life.
