Protect Dogs From Being Chained Outside in Winter

The Issue

No dog should be left chained outside in life-threatening weather. Yet during one of the most severe snowstorms to hit the Charlotte region in decades, two dogs were found tethered outdoors without adequate food, water, or shelter.

During Saturday’s historic winter storm, Charlotte Animal Care & Control responded to a cruelty report and rescued two dogs, Mickey and Minnie, who were chained outside in dangerous conditions. Officials reported that the dogs lacked proper protection from the cold and were exposed during extreme weather that put their lives at risk. Thankfully, they are now safe, receiving medical care, warmth, and enrichment while their future is determined.

This outcome could have been far worse. Extreme cold, snow, and wind can quickly lead to hypothermia, frostbite, dehydration, and death for animals left outdoors without protection. Chaining dogs outside during freezing weather is not just irresponsible, it is dangerous.

This petition is not about one case alone. It is about preventing the next one.

Charlotte and Mecklenburg County experience increasingly extreme weather events, from heat waves to freezing storms. Clear, enforceable rules are needed to ensure that dogs are not left chained outdoors when conditions become hazardous. Warnings and after-the-fact rescues should not be the primary safeguards for animal welfare. Prevention must come first.

We are calling on the Charlotte City Council, Mecklenburg County leaders, and Charlotte Animal Care & Control to strengthen and consistently enforce regulations that prohibit tethering dogs outdoors during extreme weather conditions, including freezing temperatures and major storms. These policies should include clear standards, timely intervention, and meaningful consequences when animals are placed in danger.

Dogs rely entirely on humans for their safety. They cannot seek shelter, break free from chains, or advocate for themselves when conditions turn deadly. Protecting them during extreme weather is a basic responsibility of both pet owners and the community.

Charlotte has the opportunity to lead with compassion and common sense. No dog should suffer or risk death because they were left chained outside during a storm.
