The Issue

This petition is only for citizens of Craig County, OK, to assure the protection of health, safety, welfare and property values for ALL of Craig County.

We are requesting Conditional Use permit zoning regulations on the following ONLY:

1. Industrial Wind Energy Conversion Systems

2. Industrial Solar Energy Conversion Systems

3. Industrial Battery Storage Conversion Systems 

4. Private (Non-Utility) Renewable Energy Transmission Lines

There are NO other zoning regulations Craig County Concerned Citizens is trying to request, enforce, or implement.

Details and Examples below on regulations for Industrial Wind Energy Development:

Once a zoning commission is created, they are responsible for the development of a zoning plan. Craig County Concerned Citizens has reviewed similar zoning plans for other counties and has come up with the following guidelines, specific to Industrial Wind Energy Conversion Systems. The zoning regulations below are an EXAMPLE of what we can share with the zoning commission at public meetings to help give a guideline, or starting place, for our county to create regulations on industrial energy development. Every citizen of Craig County has the ability to give their input and be involved in this process during the required public hearings. Here are examples of the setbacks and regulations regarding the proposed Industrial Wind Project:

•  Setback of 1 1/2 mile (7920’) from non-participating property lines

•  Setback of 1 1/2 mile (7920’) from occupied residence

•  Setback of 2x the height of tower (base to tip of blade) to roads, railroad right of ways, and public utilities

•  Sound limits (audible and inaudible) shall not exceed pre-construction levels of more than 5 dBa of levels taken pre-construction, at cost of developer

• County decommissioning and site reclamation plan, with funds held in escrow locally

•  Towers shall be fitted with Aircraft Detection Lighting Systems

•  Any litigation must be in the Oklahoma District Courts

•  Home and land value, property value guarantee: Appraisal of all homes and land within 5 miles of the project completed pre-construction by independent appraiser chosen by home/landowner and paid for by developer
