The Pacuare River has inspired paddlers, travelers, and conservationists from around the world. Now its future depends on Costa Rica’s lawmakers. We urge the Legislative Assembly to vote YES to pass Bill No. 25.189 and protect the Pacuare forever.
Anyone who’s ever been to the Pacuare River knows there is something magical about this water flowing through the Costa Rican rainforest. It’s always love at first sight. Its enchantment reaches deep and lingers.
No one forgets the way the afternoon sun illuminates the emerald green water in Dos Montañas Canyon, setting the steep rock walls aglow. Or the mist threading through the steep forest after a rain shower, and the haunting calls of toucans at dusk. Everyone remembers the pounding force of Huacas Waterfall spilling into the turquoise river — and the breathtaking thrill of the rapid that follows.
Jaküii (the Indigenous Cabécar name for the Pacuare) lives and gives life to the biodiversity in this ancient jungle, to the Indigenous families who call these mountains home, and to the surrounding communities.
Paddlers from around the world call it one of the most beautiful whitewater rivers on Earth – National Geographic ranked it in the world’s top five. Thousands of travelers journey to Costa Rica each year to experience its free-flowing power, towering rainforest, and extraordinary wildlife.
But the Pacuare’s protection isn’t guaranteed. Without permanent law, its future remains uncertain.
Bill No. 25.189: Law for the Environmental Protection of the Main Channel of the Pacuare River in the Upper and Middle Basin — currently under review by Costa Rica’s Legislative Assembly — offers a historic opportunity to protect this river forever from hydroelectric projects and any barrier that would interrupt its natural flow.
Currently, the Pacuare is protected from dams only by Executive Decree No. 39199-MINAE (signed in 2015), which expires in 2040 and could be overturned by any new president. Bill No. 25.189 would elevate this protection to the status of permanent law.
What will Bill No. 25.189 do?
- Protect the Pacuare River from dams in the sections historically targeted for hydroelectric development.
- Preserve biodiversity in a vital biological corridor connecting national parks and protected areas, safeguarding habitat for jaguars, endangered great green macaws, native fish species, and countless others.
- Respect the culture of Indigenous communities that hold the river as sacred.
- Support sustainable tourism and thousands of livelihoods built around a free-flowing river.
- Honor the will of the Costa Rican people, 97% of whom voted against dams in the historic 2005 Turrialba plebiscite.
The Pacuare is one of Costa Rica’s last major free-flowing rivers, and one of the world’s most celebrated. Its protection is not only a national matter; it is of international importance. Conservation organizations worldwide recognize that protecting free-flowing rivers is essential to climate resilience and biodiversity protection.
We respectfully urge the Members of the Legislative Assembly of the Republic of Costa Rica to pass Bill No. 25.189 before the transition of government on May 8, 2026.
The world is watching. The global river community stands in solidarity. And future generations are counting on this decision. Now is the time to act so the Pacuare will flow freely for all time.

Quienes han visitado el río Pacuare saben que hay algo mágico en sus aguas que fluyen a través de la selva costarricense. Es amor a primera vista. Su encanto llega profundo y perdura.
Nadie olvida cómo el sol de la tarde ilumina las aguas verde esmeralda en el Cañón de Dos Montañas, haciendo brillar las paredes de roca. O la neblina que se desliza entre la selva empinada después de la lluvia, y el canto lejano de los tucanes al atardecer. Todos recuerdan la imponente fuerza de la Catarata Huacas cayendo al río turquesa — y la emoción vertiginosa del rápido que le sigue.
Jaküii (nombre indígena cabécar del Pacuare) vive y da vida a la biodiversidad de esta selva ancestral, a las familias indígenas que habitan estas montañas y a las comunidades aledañas.
Los amantes del rafting y el kayak lo consideran uno de los ríos de aguas bravas más hermosos del planeta — National Geographic lo ubicó entre los cinco mejores del mundo. Miles de visitantes llegan cada año a Costa Rica para experimentar su fuerza libre, su selva majestuosa y su extraordinaria biodiversidad.
Sin embargo, la protección del Pacuare no está garantizada. Sin una ley permanente, su futuro sigue siendo incierto.
El Proyecto de Ley N.º 25.189: Ley para la Salvaguarda Ambiental del Cauce Principal del Río Pacuare en la Cuenca Alta y Media — que se encuentra actualmente en la Asamblea Legislativa — representa una oportunidad histórica para proteger este río para siempre de proyectos hidroeléctricos o de cualquier barrera que interrumpa su flujo natural.
Actualmente, el Pacuare está protegido de represas únicamente mediante el Decreto Ejecutivo N.º 39199-MINAE (firmado en 2015), el cual vence en 2040 y podría ser derogado por cualquier nueva administración. El Proyecto de Ley N.º 25.189 elevaría esta protección a rango de ley permanente.
¿Qué logrará el Proyecto de Ley N.º 25.189?
- Proteger el río Pacuare de represas en los tramos que han estado históricamente amenazados por proyectos hidroeléctricos.
- Preservar la biodiversidad de un corredor biológico vital que conecta parques nacionales y áreas protegidas, resguardando el hábitat de jaguares, lapas verdes en peligro de extinción, peces nativos y muchas otras especies.
- Respetar la cultura de los pueblos indígenas, para quienes el río es sagrado.
- Apoyar el turismo sostenible y los miles de empleos que dependen de un río libre.
- Honrar la voluntad del pueblo costarricense, cuyo 97% rechazó la construcción de represas en el histórico plebiscito de Turrialba en 2005.
El Pacuare es uno de los últimos grandes ríos de flujo libre en Costa Rica — y uno de los más admirados del mundo. Su protección no es solo un asunto nacional, sino también de importancia internacional. Las organizaciones de conservación de todo el mundo reconocen que proteger los ríos de flujo libre es esencial para la resiliencia climática y la biodiversidad.
Les instamos respetuosamente que los miembros de la Asamblea Legislativa de la República de Costa Rica aprueban el Proyecto de Ley N.º 25.189 antes de la transición de gobierno el 8 de mayo de 2026.
