Strategy’s Law, also known as Re’Elle’s Law, is a child protection and family rights bill created to stop children from being abducted, removed from their home-states, wrongfully removed, hidden, or kept from lawful parents and court-recognized custodial parties.

Across the country, families are being harmed when children are taken, concealed, or unlawfully withheld while courts, law enforcement, prosecutors, agencies, and officials delay action or treat the matter as “just custody.” But when a child is taken, hidden, or kept from a lawful parent or custodian, that is not just paperwork. That is an emergency.

This petition asks legislators and public officials in North Carolina, Maryland, and New York to support, sponsor, introduce, and help advance Strategy’s Law / Re’Elle’s Law.

This bill is needed because existing laws are not always enforced quickly or consistently. Too many families are left in legal limbo while a child remains separated from their rightful home. Delays can create trauma, confusion, false status quo, and long-term damage to children, parents, siblings, and lawful custodial families.

Strategy’s Law / Re’Elle’s Law would help protect children and families by requiring:

• faster court action in cases of wrongful removal, concealment, unlawful retention, or custody interference;

• immediate UCCJEA communication between courts when multiple states are involved;

• expedited review of harmful temporary custody orders that remove children from parents or lawful custodial parties;

• stronger law enforcement documentation and mandatory incident reports when custody interference concerns are reported;

• urgent prosecutor review when facts may support child abduction, custodial interference, concealment, harboring, or related crimes;

• enforcement against any person who wrongfully removes, conceals, retains, harbors, or assists in interfering with lawful custody rights, not only mothers or fathers;

• protections against false allegations, misuse of CPS reports, and wrongful use of temporary orders to create unfair custody outcomes;

• trauma-informed support for parents and children harmed by wrongful separation;

• safeguards for domestic violence survivors and caregivers acting in good faith to protect children from abuse or imminent harm;

• protections to ensure the bill cannot be used as a weapon by abusive parties, retaliatory parties, or third parties seeking control over a child.

These protections are not weapons. Strategy’s Law / Re’Elle’s Law does not create new custody rights for third parties. It is designed to protect lawful parents, legal custodians, court-recognized custodial parties, and children.

A child being taken, hidden, or unlawfully withheld must be treated with urgency. Families should not have to fight for months or years just to have existing custody rights and child protection laws taken seriously.
