
Protect cats in Ireland from cruelty and abuse
The Issue
Stray and domestic cats across Ireland are living in fear. Too many are abused, poisoned, abandoned or left injured, and people who try to rehome cats online can be targeted by those with bad intentions.
Cruelty to animals is already illegal under the Animal Health and Welfare Act 2013, but the law is rarely enforced. In 2024, the ISPCA brought only 34 prosecutions, and its inspectors are stretched across many counties.
We call on the Irish Government to:
Introduce significantly higher fines and stronger penalties for animal cruelty.
Fund more inspectors so every report is investigated.
Train Gardaí to handle animal cruelty cases.
Run public awareness campaigns and support TNR (trap-neuter-return) programmes.
