We, the undersigned, ask Machar Township Council to protect Bray Lake before avoidable harm occurs.

Bray Lake is one of Machar Township's most environmentally significant lakes.

It provides habitat for threatened Blanding's turtles, nesting loon families, important moose breeding and calving areas, and critical fish spawning, nursery and feeding habitat. These species and ecosystems depend on clean water and careful shoreline management.

Yet despite its ecological importance, Bray Lake receives less protection than nearby Eagle Lake under Machar Township's Official Plan.

Recent water-quality monitoring makes this even more concerning. Testing found nutrient levels exceeding Ontario guidelines and approximately three to five times higher than those measured in Eagle Lake.

If Eagle Lake deserves stronger safeguards, why doesn't Bray Lake?

One Township.  Four Lakes. One Standard.

Machar Township already recognizes that environmentally sensitive lakes require stronger planning protections.

Eagle Lake has been designated a Policy 2 Lake, with additional safeguards designed to protect its long-term health.

Bray Lake has not.

We are asking Council to apply its own planning principles consistently by providing Bray Lake with the same level of protection afforded to Eagle Lake.

This is not about stopping responsible development.

It is about ensuring development follows the Township's Official Plan before irreversible environmental damage occurs.

Why This Matters Now

Development proposals affecting Bray Lake are moving through the planning process today.

Once shorelines are developed, the impacts accumulate over time through increased runoff, septic systems, vegetation removal and habitat loss. Those changes are often difficult—or impossible—to reverse.

Protecting a healthy lake is far easier than restoring a damaged one.

Council has an opportunity to act before avoidable harm occurs.

Science Supports Stronger Protection

Our concerns are based on evidence.

Recent monitoring indicates Bray Lake exceeds Ontario's provincial water-quality guidelines and has nutrient levels three to five times higher than nearby Eagle Lake.

Combined with habitat supporting threatened species and other sensitive wildlife, these findings indicate Bray Lake deserves the same precautionary approach already applied elsewhere in the Township.

The Bray Lake Residents Association has partnered with three universities, while planners, scientists, engineers and technical experts continue monitoring the lake and contributing independent research to support responsible decision-making.

We Ask Machar Township Council To:

Designate Bray Lake as a Policy 2 Lake, providing the same level of protection currently applied to Eagle Lake.
Apply the Township's Official Plan consistently by requiring all proposed development to meet Policy 2 standards, including the 300-metre development setback.
Support the scientific watershed studies needed to protect, restore and preserve Bray Lake through appropriate municipal cooperation, staff support and funding.
Why This Matters Beyond Bray Lake

Official Plans exist to balance growth with environmental protection.

Residents expect these policies to be applied consistently—not differently from one lake to another without clear, evidence-based justification.

Today's decision affects Bray Lake.

Tomorrow the same principle could affect another lake, wetland or rural community.

Protecting Bray Lake means protecting confidence in responsible planning throughout Machar Township.

Protect Bray Lake Before It's Too Late

Bray Lake is already showing signs of environmental stress.

It is home to threatened wildlife.

It receives less protection than Eagle Lake.

Council can change that.
