

Protect Bastrop County: No Tax Abatements for the Pacifico Power Plant & Data Center
The Issue
Bastrop County is at a crossroads. The decisions made today will shape our community for decades to come.
Pacifico has proposed building a 2,842-acre hyperscale data center campus and approximately 710 MW natural gas-fired power plant in Cedar Creek, Texas. This industrial-scale project would be located near homes, schools, churches, farms, ranches, and family-owned businesses in a community that has long been valued for its rural character, natural beauty, and quality of life.
This is not just another development. It is one of the largest industrial projects ever proposed in Bastrop County.
Despite the unprecedented scale of this project and the many unanswered questions surrounding its long-term impacts, the Bastrop County Commissioners Court is considering granting Pacifico a substantial tax break. No billion-dollar corporation should receive public incentives unless it first proves—through transparent, independent, and publicly available evidence—that the project will protect our public health, water resources, local wildlife, infrastructure, property rights, and rural way of life. The burden of proof belongs with the developer—not the residents who will live with the consequences long after the incentives have expired.
Before commitments are made that could permanently impact our community, residents deserve clear answers.
Tax abatements should be reserved for projects that genuinely serve the interests of the community—not used to prioritize billion-dollar corporations over the residents who call Bastrop County home. The Commissioners Court has a duty to protect the residents of Bastrop County before protecting corporate interests. Bastrop County's own Chapter 312 Tax Abatement Policy requires the Commissioners Court to determine that the planned use of the property "will not constitute a hazard to public safety, health or morals." It also requires findings that the agreement will not substantially adversely affect county services or the county's tax base.
Those findings must be supported by credible, verifiable evidence—not assumptions, projections, or assurances.
If the evidence does not clearly demonstrate that the planned use of this property will not constitute a hazard to public safety, health, or morals, then County Judge Gregory Klaus and Commissioners David Glass, Clara Beckett, Mark Meuth, and Butch Carmack have a duty to vote NO on any tax abatement.
Our community deserves transparency. Our residents deserve a voice. Our children deserve clean air, clean water and the opportunity to enjoy the same rural quality of life that generations before us have cherished.
